| The gap between school’s teacher and teaching quality has widened,and the imbalance of high-quality education resources has led to the growing phenomenon of "school selection" in elementary education stage.In this context,in order to balance high-quality education resources,Quota Admission to High School came into being.With the execution of the "burden reduction" policy,the execution of Quota Admission to High School is particularly important.The uneven distribution of high-quality education resources in L City and the large gap between urban and rural areas have brought challenges to the development of local education.In order to comply with the national requirements of "double reduction" and the background of quality education,and in combination with the local education reality,the city has begun to implement Quota Admission to High School.Balancing basic education and resolving the "school choice fever" to achieve the fairness of the beginning,process and result of basic education have always been the focus of social concern.In the process of policy execution,it is also a major concern for policy makers and executors to pay attention to the different interest demands of stakeholders and improve the effectiveness of policy execution.Therefore,this study has practical and theoretical significance to help to carry out L city’s Quota Admission to High School smoothly.Taking the execution of L City’s Quota Admission to High School as an example,this study uses stakeholder theory to analyze the problems in the execution process,explore the reasons for the problems,build a mechanism framework for efficiency improvement that conforms to the actual situation of L city,and put forward relevant suggestions to improve the execution efficiency.The execution time of L City’s Quota Admission to High School is relatively short.Before the execution of the policy,teachers,students and parents were investigated with questionnaires on their understanding and support of the policy.The survey shows that the policy support is high but the understanding is low.After the execution of the policy,the questionnaire was used to investigate the satisfaction,and a conclusion was drawn that the satisfaction was high.However,due to the short execution time of the policy,there are some problems such as the low awareness,the low enthusiasm for participation leading to the weak effect.Based on the research results,existing problems and according to the interest demands,influence and role functions of stakeholders,this paper determines the core stakeholders of the policy,draws a stakeholder matrix and puts forward corresponding suggestions.For example,the government should implement the Nearby Enrollment Policy strictly,and reduce the behavior of school selection.The government should establish a sound problem reporting platform to deal with public complaints and accept effective suggestions to improve policy effectiveness.On the mechanism construction of policy effectiveness improvement,the advice is bulilding a clear task aggregation incentive model and an internal and external supervision model of the evaluation indicator system.Finally this paper draws a mechanism framework for improving the effectiveness of policy execution in line with the local reality of L City to promote the balanced development of education by improving the execution efficiency of L City’s Quota Admission to High School. |
