Due to the reform of basic education and the transformation of social family structure,the care and education of middle school students after school has become the focus of family and society.The Ministry of Education and the Education Department of Sichuan Province have both issued policies related to after-school services,but the specific implementation details of after-school services still need further research.Some problems have also emerged in the implementation process of after-school service related policies.This article adopts a questionnaire survey method and selects middle school students from E Middle School in Suining City who participate in after-school services as the survey subjects.The survey is conducted from the aspects of teaching content,teachers,form and content,classroom,organizational form,teaching time,homework volume,facility and equipment safety,charging standards,management,and independent selection of after-school services.The comparative analysis method is used to evaluate the satisfaction of middle school students with after-school services.Based on the survey results and the implementation of after-school services in Suining City,exploring the problems and insufficient strategies for improvement in school after-school services can help policy makers and educators better formulate and implement after-school services,ensure the quality of school after-school services,and improve the level of school after-school services.The main research content of this article is:(1)Firstly,clarify the logical relationship between the implementation of public policies and satisfaction with after-school services.Clarify the important role of implementing and expanding public policies,improving public education services,and enhancing satisfaction with after-school services.(2)By analyzing the current development status and typicality of E Middle School,and using literature and actual situations to determine the dimensions of satisfaction measurement for after-school service students in junior high schools,a questionnaire survey was conducted on the after-school service situation of E Middle School students in Suining City.The survey included: teacher team,safety guarantee,teaching content,management system,voluntary course selection methods,service forms and contents,teaching time,etc Evaluate the satisfaction level in terms of cost guarantee and workload arrangement.(3)From the perspective of public policy implementation,analyze the reasons for the problems in after-school services from multiple aspects,including policy standards for after-school services,school teaching resources,financial special funds,and after-school service communication and publicity.It indicates that relying solely on the existing teaching resources of the school for after-school services is difficult to meet the needs of the vast majority of students,teachers,and parents.In addition,due to the lack of funding for after-school services,most after-school service projects cannot be implemented as planned,and relevant government departments have not formed a good communication and feedback mechanism,resulting in a deviation between the actual implementation of after-school services and policy planning.(4)Based on the Horn Mitel model,from the perspective of public policy implementation,this paper proposes strategies to improve junior high school students’ after-school service satisfaction: improve after-school service design through the government’s participation in the formulation of policies and laws and regulations to ensure the implementation of after-school services,and establish perfect after-school service implementation standards and supervision and evaluation standards;Optimize school after-school service resources and actively guide the participation of social material and human resources;Establish a multi-party funding sharing mechanism and a hierarchical fee system to ensure the continuous guarantee of after-school service funds,solve the current financial shortage of after-school services from a policy perspective,and improve the efficiency of fund utilization by strengthening fund management to ensure the problem of after-school service funds;The government promotes after-school services through multiple channels for students,parents,and social personnel,establishes new channels for home school government communication,and clarifies that collaborative communication between home school governments and other parties is an important measure to promote the positive development of after-school services and improve satisfaction with after-school services.
