Research Of The Communist Party Of China (CPC)’s Polices On The Utilization And Restriction Of Private Industry And Commerce(1949-1952)

China’s private industry and commerce is a force that cannot be ignored.In the early days of the founding of New China,faced with the development dilemma of private industry and commerce,in combination with the actual needs of economic construction at that time,the CPC has established the policy of "where private economic undertakings are conducive to the national economy and the people’s livelihood,the people’s government should encourage their enthusiasm for business operation and help their development",which has ushered in a "golden period" of development of private industry and commerce nationwide.The resolution of the Second Plenary Session of the Seventh Central Committee of the Communist Party of China clearly pointed out that in the economic aspect,the private capitalist economy,which occupies the second place in modern industry,must adopt policies of utilization and restriction.The CPC adopted the basic policy of utilizing and restricting the private capitalist economy,which mainly uses the existing economic base of private capitalist economy to encourage and support its development within a certain range,so that it can play a positive role in the national economic construction,and adopting certain restrictive policies on its aspects that are not conducive to the development of the socialist economy,so as to ensure the healthy development of the national economy and the forward direction of socialism.Before the liberation of Qingdao,it was one of the nine major cities in China with a population of 600,000,and was a foreign trade base and economic center along the coast of Shandong.After the liberation of Qingdao,the CPC Qingdao Municipal Committee and the Qingdao Municipal People’s Government,implemented the Party’s policies of utilizing and restricting private industry and commerce in accordance with the unified plan of the Party Central Committee and the Shandong Provincial Committee,and carried out a fruitful restructuring and reconstruction of private industry and commerce in accordance with the characteristics of Qingdao’s economy.The implementation of the CPC’s policy on the utilization and restriction of private industry and commerce not only enabled the private industry and commerce in Qingdao to get rid of their difficulties and prosper the social economy,but also enabled the industries that were beneficial to the national economy and people’s livelihood to be supported and developed,and those that were not suitable for national construction and people’s life to be gradually eliminated,further consolidating the leading position of the state-run economy and promoting the recovery and development of the city’s national economy.Reviewing and summarizing this period of history will help to provide a historical mirror for national governance and economic recovery and development in a period of turbulent change,and provide guidance on how to maintain stable growth of the national economy in face of adversity,how to help the private economy and even non-public economies to improve its viability in the face of adversity,and how to lead entrepreneurs to firmly establish family sentiments and enhance confidence in development.
