Inclusive fertility policy contains the characteristics of autonomy of fertility decision-making,diversity of fertility,the whole process of fertility support and the development of fertility policy.The concept of shared development is the important theoretical basis of inclusive birth policy,and inclusive birth policy is the effective realization of shared development concept in social policies.Since the founding of the People’s Republic of China,China’s birth policy has experienced an extraordinary evolution process,from the laissez-faire birth policy stage before the reform and opening up to the strict family planning policy stage after the reform and opening up,and then to the increasingly inclusive birth policy stage since the 18 th National Congress of the Communist Party of China.The implementation of the "All-round Two-Child" birth policy has brought positive effects such as the release of fertility potential and the temporary increase in the number of newborns.However,there are also some problems such as the high cost of family rearing and the increased social burden of education.China has opened the "three-child" birth policy in time,which is a necessary move to promote the realization of a moderate birth level,improve the population structure and maintain the advantages of human resources endowment.At present,the adjustment of China’s fertility policy still faces some prominent problems,such as the continuous decline of fertility rate,prominent population structure problems,high cost of fertility education,insufficient fertility willingness,imperfect supporting policies for fertility,inadequate social security and public services,etc.To enhance the inclusiveness of China’s birth policy,firstly,we should implement the concept of shared development and constantly optimize the birth policy;Second,we should promote the modernization and legalization of population governance and protect citizens’ reproductive rights;Third,it is necessary to improve the service level of prenatal and postnatal care,and develop the inclusive care service system;Fourth,it is necessary to reduce the cost of childbearing education and build a fertility-friendly society.
