As the government attaches great importance to the transformation and reform of government functions,service-oriented government and rule-of-law government have become the government’s transformation goals.In order to better complete the transformation and upgrading of our government,it is inseparable from the support of civil servants.Especially for townships,township civil servants are responsible for the important mission of revitalizing townships.As the country pays more and more attention to the training of talents in towns and villages,the government has continuously selected civil servants under the age of 35 for towns in recent years.At the same time,in the process of recruiting civil servants in the country and localities and cities,the recruitment ratio of civil servants in towns and villages has been greatly increased.All this is to speed up the pace of development of towns and villages and inject new blood for township civil servants.However,due to the poor working environment in towns and townships,imperfect recruitment and management of township civil servants,and high work intensity in townships and towns,many township civil servants have left township agencies through various methods such as borrowing,secondment and transfer,and some township civil servants even resigned.The way also leaves the township government.City H is also facing the same situation,which is also affected by the flow of civil servants in towns and villages.The stability of township civil servants will become the foundation for the improvement of the township civil servant system.The research object of this article is the grassroots civil servants in City H.Based on the results of questionnaires and field interviews,it is found that the current situation of the flow management of township civil servants is unreasonable age structure,single flow direction,and rapid flow.The effects of frequent turnover of township civil servants include: affecting the construction of the cadre team,affecting the implementation of grassroots policies,increasing the cost of human resources investment,shaking organizational cohesion,and damaging the reputation and status of the public sector.Then combined with relevant theories and the current situation of township civil servants in City H,it is concluded that the influencing factors of township civil servants flow mainly include the imperfect recruitment system,the unreasonable job setting and salary structure of the grassroots public departments,and the unbalanced powers and responsibilities of township agencies.And the system of communication and training for civil servants in towns is not perfect.Based on the above-mentioned influencing factors,countermeasures were proposed: perfecting the examination system,improving the work and life benefits of basic-level civil servants,accelerating the transformation of township functions,improving the exchange mechanism of civil servants,and strengthening the training of new recruits in township agencies.A detailed study of the influencing factors of the flow of civil servants in townships and villages in H City is of great significance on the one hand to strengthen the stability of the township civil servants in City H and the whole country.On the other hand,it is helpful to provide certain ideas for reference for the reform of the township civil service system.
