Abstract/Summary:
The grass-roots civil servants play an important role in the grass-roots governance system of our country.They are the appearance and window of the government,representing the party and the country,the important link between the Party Central Committee and the masses,the “last kilometer” of the implementation of China’s policies,and so,the important executors of grassroots management.However,in recent years,due to the narrow rising space,low salary level,inconvenient transportation and hard conditions in remote areas,grass-roots organizations,especially those in remote areas,are generally faced with the problem of civil servants’ recruitment and retention,which has brought great impact on grass-roots work.Daxing’anling area is the northernmost and the highest latitude border area in China.Since the logging was stopped in 2014,the main economy of Daxing’anling area has been severely damaged,the economic and social development of forest area is seriously lagging behind.Daxing’anling is the representative of remote areas in China,which reflects the loss of grassroots civil servants.The study on the loss of grass-roots civil servants in Daxing’anling is of great significance to the study of the loss of civil servants in remote areas.By Using Hierarchy of demand theory,Equity theory,Two factor theory,and Push-pull theory,this paper takes the grass-roots civil servants in Daxinganling area as the research object,and conducts a questionnaire survey and quantitative research on the civil servants of the party and government organs who were admitted in 2014,and analyzes the reasons for the loss of grassroots civil servants in Daxinganling area from three aspects of environmental organizations and individuals.And summed up the backward economic development,poor natural conditions,Heavy workload,some civil servants in remote areas as a springboard,etc.are the main reasons for the loss of grass-roots civil servants in Daxinganling area.Based on the theory of hierarchy of needs,fairness and two factors,and drawing on the successful experience of foreign countries,this paper puts forward countermeasures and suggestions to improve the loss of grass-roots civil servants.
