| Township civil servants,as the core force of grassroots political power,are the effective executors of national policies,the main force to develop ideas for grassroots work,and the backbone force to implement the rural revitalization strategy,promote the construction of beautiful countryside,and promote economic and social development.How to better build this team,continue to optimize the overall quality of the team,maintain the stability of the team,and fully mobilize the enthusiasm and creativity of the majority of township civil servants,has become the relevant departments to study and solve the major issues.Work for a long time,because the villages and towns government is multifarious,low salary,benefits and political treatment are not high,the promotion space is narrow,poor communication channels,working conditions and a series of adverse factors,leading to loss of township civil servants phenomenon more and more serious,the township authorities to strengthen the ruling ability construction,improve administrative efficiency presents a huge challenge.Therefore,it is of great practical significance to conduct a comprehensive and in-depth study on the problem of the loss of township civil servants.This paper analyzes in detail the current situation of human resources of township civil servants in Zhanhua District,Binzhou City,Shandong Province,and the current situation of the loss of township civil servants in the past five years.It adopts the methods of semi-structured interview and questionnaire to explore the influencing factors of the loss of township civil servants from three aspects:organizational factors,external environmental factors and individual factors.On the basis of drawing lessons from domestic and foreign brain drain models and relevant theoretical experience,and combining with the actual situation of China’s township authorities,this paper puts forward targeted strategies to retain personnel.First of all,improve the examination and exchange mechanism,to ensure that the township civil servants coming.The focus is to improve the examination and admission mechanism,improve the township civil servants examination and admission scientific,broaden the township civil servants source channel directional recruitment,ensure that the township civil servants recruit come;We will improve the exchange mechanism,strengthen exchanges among civil servants in towns and townships,unblock communication channels for civil servants in towns and townships,and ensure the establishment of a reasonable flow mechanism.Secondly,improve the incentive system to ensure that township civil servants stay.The focus is to improve the salary and welfare system of township civil servants,broaden the promotion channels of township civil servants,to ensure that the incentive mechanism plays a full role.Finally,to optimize the growth environment,to ensure that township civil servants can be successful,the focus is to improve the effectiveness of township civil servants training,optimize the township civil servants working environment,create a good atmosphere of public opinion.This paper takes the loss of township civil servants in Zhanhua district of binzhou city of Shandong province as the research object in recent years,analyzes various factors that affect the loss of township civil servants,and puts forward corresponding countermeasures.Although the research has limitations,but it has certain reference significance for township authorities to prevent the loss of township civil servants. |
