With the rapid development of information today, the arrival of the era of globalization and knowledge economy demand for talent has become increasingly urgent, and China is in the transition period of rapid economic development, civil servants as a master of a special group of national public power, their own quality and ability of the whole society’s development and progress has a crucial role, in recent years the "civil servant fever" makes this group of civil servants is full of talents, however and "civil servant fever" formed in stark contrast to the "civil service talents loss also sounded the alarm for us. "Survival of the fittest" the natural selection of natural phenomena, however, lack of institutional and human factors resulted in civil servants inverse out phenomenon exists, which not only to the construction of China’s civil servants brought adverse effects, is directly related to the effectiveness of the work of the government and people’s satisfaction. Therefore, outstanding civil servants for the brain drain brings harm is obvious, occurrence of this phenomenon should cause our enough attention, and reasons behind the phenomenon more worthy of us to further investigate.There are many reasons for the phenomenon of the loss of the civil servants, this paper will be from the perspective of human resource management and public management ethics, as the research object, the type and the cause of the loss of talents. In this paper, the brain drain in accordance with the form of its performance is divided into two categories of dominant loss and recessive loss, and one by one to be subdivided.
