Under the premise of the policy of resolutely maintaining the red line of 1.8 billion mu of arable land, urban construction land is increasingly tightened. Therefore,it is the only way to realize the recycling of scarce resources to guide urban residents, especially young people,to reasonably solve the housing demand by renting houses and revitalize idle houses in cities. However, the contradiction between supply and demand in the field of housing leasing is prominent, and the phenomenon of "should rent but not rent" is serious.Residents have the housing preference of "purchase rather than rent" and the subjective cognition deviation of rental housing. Many young people regard leasing as the "last choice" rather than the "reasonable choice",which causes the irrational allocation of family income to the sales market, crowding out the reasonable consumption of other production and living, and reducing the ability of sustainable development. At present, although the existing research culture has confirmed the youth group’s preference for own-owned housing and the current bias towards rental housing, the reasons for the formation of cognitive bias in rental housing lack of in-depth exploration and cognitive neural basis, and few studies on the effects of housing rental guidance policies. Therefore, from the perspective of cognitive neuroscience, this paper explores the impact of cultural identity on the cognitive bias of young people in rental housing, and then proposes corrective strategies to guide the cognitive bias of young people from the level of policy design. This paper contains the following three main research components:.:(1)The neural characteristics of cognitive bias in rental housing in the context of cultural identity were explored by the event-related potential experiment.Starting from the demand side, taking the youth group as the research object, comprehensively applying the basic theories and methods of psychology and economics, and based on the "Prime-Target" paradigm,we designed the event-related potential experiment of the cognitive deviation of the youth group in rental housing under the background of cultural identity. The average amplitude of N400 in different cultural identity situations was analyzed to reflect the brain wave activity and neural characteristics influenced by the cultural identity of housing consumption. The results show that a greater N400 wave amplitude is induced in a cultural identity conflict situation and a smaller N400 wave amplitude is induced in a non-conflict situation, revealing the negative cognitive bias of the youth group towards rental housing under the influence of cultural identity;significant influences on the cognitive bias of the youth group are revealed by paired sample t-tests.(2)Simulation study on the dynamic intervention of external policy contextual factors on the cognitive bias of young people towards rental housing.Based on the key cultural identity dimensions influencing the cognitive bias of young people,we obtained first-hand data through online and offline research, constructed and trained a BP artificial neural network model of cognitive bias in rental housing, and simulated the changes in the cognitive bias of young people in rental housing under the intervention of different policy contexts with the help of the Net Logo 6.2.2 platform, based on economic incentive-based policies, publicity and guidance-based policies and equity protection-based policies. The results show that in the no-policy scenario, the youth cognitive bias is not affected. The results show that in the absence of policies, the youth group has serious perception bias towards rental housing and needs effective external policies to intervene and guide them.(3)A study of policies to correct the perception bias of young people in rental housing under different policy mix scenarios. The results show that all three kinds of policies have a significant effect on the change of cognitive bias under the optimal single policy, among which the protection of rights policy is the best.In the context of policy combination, the three types of policy combination have a significant effect on the cognitive bias, and all of them are better than the optimal situation of single policy.Among them, the combination of economic incentive policy and rights protection policy has the best effect on the cognitive bias of young people’s rental housing.
