| With comprehensively deepening reform in this new era,promoting the transformation of government functions as well as deepening the reform of "delegating supervision and service" has been an inevitable choice for China to cope with the New Normal,and to adapt to the new situation,but has also been the focus of the current government work.Therefore,the implementation of the list of powers and responsibilities system is becoming increasingly important as an effective means to consolidate and expand the achievements of the reform of "delegating supervision and service".The implementation of the power and responsibility list system by local governments will help standardize and constrain the exercise of administrative power and promote the transformation of government functions and ways of performing their duties.However,as the power and responsibility list system is a new system with Chinese characteristics,local governments should attach importance to combining theory with practice in the implementation process,give full play to the effectiveness of the power and responsibility list system,and promote the government to better administer according to law and perform their duties.This paper analyzes the concepts of power and responsibility list and the reform of "regulation and service",applying the literature research method and case study.By analyzing the theoretical basis of responsible government,service-oriented government and institutional change,it summarizes the background and evolution of the implementation of power and responsibility list system by local governments,and selects Chengyang District of Qingdao as the research object.This paper analyzes the practice in the compilation and publication of the power and responsibility list of the district departments,subdistrict offices and functional district management committees in Chengyang District of Qingdao,as well as the extension and application of the power and responsibility list system and the results achieved.Based on the analysis and research to current situation,the problems in the implementation of the list of power and responsibility system are summarized as follows:unreasonable delegation of power and authorization,inefficient promotion mechanism,untimely dynamic adjustment of the list,as well as ineffective information sharing mechanism.On the other hand,the causes of these problems are analyzed through following aspects: lack of proper attention,national unified compilation norms and standards,lags and limitations of laws and regulations,and relatively weak support of data technology.The idea of promoting the implementation of the list of power and responsibilities system is accordingly put forward.Through in-depth research and analysis,the author believes that the implementation of the list of powers and responsibilities system by local governments is of great significance in the context of deepening the reform of "delegating,regulating and serving".It plays a positive role in promoting the transformation of government functions,and also provides institutional guarantee for further deepening the reform.Although the implementation of the list of powers and responsibilities system has achieved certain results,there are still many shortcomings undeniably.The report to the 20 th National Congress of the CPC emphasized:transforming government functions,optimizing the system of government responsibilities and organizational structure,promoting the legalization of institutions,functions,powers,procedures and responsibilities,and improving administrative efficiency and credibility.Therefore,to further promote the implementation of the power and responsibility list system of local governments,measures should be taken in the following aspects: first,to strengthen the top-level design of the power and responsibility list system;second,to improve the wisdom level of the implementation of the power and responsibility list system through network technology;third,to improve the guarantee ability of the implementation of the power and responsibility list system;fourth,to establish and improve the relevant supporting measures mechanism of the power and responsibility list system. |
