Large-scale emergencies are hazardous,urgent and highly uncertain,which determine the characteristics of large demand points and quantity of emergency supplies.The pre-positioning of emergency supplies is the basis to ensure the timely and effective emergency rescue.In the past emergency response,in addition to the national emergency reserve guarantee the timely implementation of post-disaster rescue,the military supplies reserve system in each theater is also the backbone to deal with emergencies.At present,the military reform has begun.It is timely to build a civil-military coordinated reserve system for emergency supplies in the new era,combining the idea of "serving in peacetime,responding to emergencies and wartime".First of all,combined with the background of military-civilian integration strategy,taking the pre-positioning of emergency supplies as the research object,the military storage facilities were included in the decision-making of local emergency layout,and a two-stage stochastic programming model for joint optimization of emergency supplies location-allocation with multi-materials,multi-storehouses and multi-scenarios was constructed.The model mainly studies facility allocation and reserve decision before disaster and allocation decision after disaster.Secondly,an improved whale optimization algorithm is designed to solve the two-stage stochastic programming problem because of its large scale and many variables.In order to give full play to the good search performance of whale optimization algorithm,logistic chaos mapping,nonlinear convergence factor and Cauchy gaussian variation are introduced to adjust the global search ability and local search ability of the algorithm.fifteen different types of benchmark functions were used to test the performance of the improved whale algorithm in the same environment as others classical algorithms.The results show that the improved whale algorithm has fast convergence speed,high searching accuracy and better performance.Finally,the effectiveness of the proposed model and the improved algorithm is verified by the case simulation of Tangshan,which is located in the Seismic belt around Bohai Sea.The results show that: When the reserve cost of military storage facilities is less than 1.5 times of the unit reserve cost of ordinary emergency reserve,the military-local Reserve mode can effectively reduce the total cost of the system and optimize the time of emergency rescue.Decision makers can choose the maximum rescue time according to different preferences to adapt to different emergency decision-making needs.
