Research On The Implementation Of Basic Medical Insurance Policy For Urban And Rural Residents In S Town Of L County

In the second decade of the 21 st century,with the rapid development of information technology and the continuous improvement of Internet penetration rate,we-media platforms such as Weibo,wechat and Douyin have been thoroughly integrated into public life.More and more people have made their voices heard through we-media platforms,while the official discourse power has gradually weakened and the voice of netizens has gradually strengthened.The network has gradually become the source and driving force of hot social events.Public security organs have been in the front line of conflicts for a long time,and it is easy to become the object of public emotion cathartic.The frequent occurrence of various negative police-related online public opinions not only weakens the work enthusiasm of the police and affects the image of the public security organs,but also easily leads to social problems.How to deal with all kinds of police-related public opinions prudently and efficiently is an important issue facing the public security organs.In recent years,although the public security organs have achieved certain results in the governance of police-related online public opinion,the governance work is still plagued by difficulties.Through the analysis of questionnaire survey,this paper finds out five problems in the governance of police-related online public opinion,including the weak legal awareness of the public,irregular law enforcement by the public security organs,backward governance methods,ineffective crackdown on Internet rumors,and poor collaborative governance effect.And through the combination of theory and example,it is concluded that the absence of laws and regulations and the lack of public awareness of rules,the gap between the level of public law enforcement and the expectation of the public,the conflict between backward governance means and governance needs,the contradiction between the frequent negative online public opinions and the ineffective crackdown on rumors,and the contradiction between the need for collaborative governance and the lack of trust.Finally,five governance paths are put forward,including perfecting the legal norms of public opinion governance,ensuring the strict norms of law enforcement behaviors,innovating the governance means of police-related public opinion,strengthening the crackdown on illegal behaviors,and gathering the public consensus of law-abiding and responsible.It is expected to put forward operable and implementable suggestions on further effective pipe network,eradicating the breeding soil of public opinion and constructing a safe and stable network environment.
