A Study On The Disposal Strategy Of Public Opinion Related To Police Emergencies From The Perspective Of New Media

With the rapid development of digital technology,we are exposed to more and more information and services provided through computer networks,wireless communication networks,satellites and other channels,as well as computers,mobile phones,digital television and other terminals.The way we receive information has gradually evolved from the traditional "audio-visual words"(i.e.radio,television,newspapers)to the "two micro ends"(i.e.micro blog,micro blog)Letter and mobile client,new media has entered thousands of households in a silent way.It is not difficult to find out with the new media as the perspective,and the public opinion related to police emergencies also shows the typical characteristics of the times.New technologies,new carriers and new situations all put forward new issues on whether the public security departments at all levels can accurately make correct response and guidance at all stages during the period from the occurrence of public opinion related to police to the disappearance of public opinion.The emergence and disappearance of public opinion in police related emergencies are the intuitive views and attitudes of the masses towards the government,public security departments at all levels and the police-praise or criticism,support or opposition,closeness or estrangement Because of the prominent characteristics of public opinion in police related emergencies,such as "the theme can only be determined when it occurs","the node cannot be reached for prevention","the initiator can be invisible" and "broadcast for a day after it occurs",the public security organ's handling of this issue has become a practical topic with both the characteristics of the times and practicality.This paper intends to use the frontier theories of public opinion disposal in public security,crisis management,psychology,journalism,sociology and other disciplines,and the current research methods commonly used in the practical field.By combing the role of "two micro ends" in it with microblog,which has stronger data traceability,this paper analyzes the connotation,extension of public opinion related to police emergencies and its significance on the platform of "two micro ends" Based on the "effective micro blog" data of "September 15" traffic police law enforcement event in Shantou City,Guangdong Province in 2019,a Markov chain model is established to analyze the six typical cases of public opinion involving police published by the public opinion data center of people's network in 2018,and analyze and predict the heat trend by quantitative method.In this paper,the four states of Markov chain analysis model correspond to four stages of public opinion of police related emergencies,combing the whole process of crisis management theory and the corresponding public security work practice three links before,during and after the event,combining with caseanalysis,systematically studying the process of public opinion of police related emergencies from germination to extinction and the different influence of each stage on public security organs from the perspective of new media.On the basis of full analysis and scientific research,this paper refines the argument that the public security organs should play their respective roles according to the characteristics of each stage from germination to extinction of the police related emergencies.The expected preparation of public opinion,the channels and methods of guiding,controlling and disposing during the existence period of public opinion should be changed according to the rapid changes of the reality and the iterative upgrading of carriers and technologies.The disposal or management at the same time with the times must be active,active,open and inclusive subjectively,and the means should be to borrow technology,skillfully use data and integrate information,Scientifically lead the comprehensive influence of public opinion on police related emergencies to the maximum positive,not only realize the power operation in the field of public security in the sun,but also earnestly perform the responsibility of "national security and public security department in half".At the moment when the masses make good use of the new media supervision mode,truly establish a new era of "police for the public,law enforcement for the people" and the people are satisfied with the police image.
