Research On The Government Function In The Development Of Rural Express Industry In Mountainous Areas

With the rapid development of China’s social economy,the gradual improvement of transportation infrastructure and the wide application of e-commerce network,China’s express industry has made great progress.Rural express delivery industry in mountainous areas is an important part of express delivery industry.Under the background of Rural Revitalization Strategy,it continues to maintain a high-speed growth trend.It has become an important channel to serve the rural economic development in mountainous areas and promote the integration of rural industries.It plays an important role in driving the local economic development,promoting the modernization of rural logistics system,reducing the gap between urban and rural areas and increasing farmers’ income.As a typical mountainous city,Sanming City has both advantages and disadvantages in the development of express industry in mountainous areas.Taking Sanming City as an example,it has a very typical reference value to study the government functions in the development of rural express industry in mountainous areas.Combined with the development status and trend of rural express industry in mountainous areas,taking the performance of the government’s functions in the development of rural express industry in mountainous areas as the starting point,and comprehensively using the research methods of literature research,field investigation and in-depth interview,this paper expounds the functional orientation and functional changes of the government in the development of rural express industry in mountainous areas,and takes the main work measures taken by Sanming City as an example,It is pointed out that there are many problems in the performance of government functions in the development of rural express industry in mountainous areas,such as insufficient multi-directional resource investment,express infrastructure to be strengthened,express resource sharing guidance is not in place,and express supervision system is not perfect.The deep-seated reasons for the above problems are discussed from the dimensions of government cognition,development planning and management system.On this basis,combined with the development characteristics of rural express industry in mountainous areas,this paper puts forward three countermeasures and suggestions: first,increase government support,focus on improving the development plan of rural express in mountainous areas,provide government multi-directional resource support,and promote the integrated development of "express +" projects;Second,promote the construction of express terminal service system,including the comprehensive construction of express system and terminal co distribution system in mountainous and rural areas;Third,improve the construction of government management system,consolidate the management foundation from the aspects of government supervision,collaborative governance and industry self-discipline,and serve the development of rural express industry in mountainous areas.
