Research On The Function Of Government In The Development Of Inner Mongolia Express Industry

In recent years,China's express delivery industry has developed rapidly.In 2018,China's express delivery business has exceeded the 50 billion mark,ranking first in the world for five consecutive years.The express delivery industry is an important part of the modern service industry.It is a modern pilot industry that promotes the transformation of circulation and promotes consumption upgrading.As an emerging industry,it has played an irreplaceable positive role in stimulating the economy,expanding employment,promoting consumption,and serving the people's livelihood.In 2018,the proportion of express delivery business in China's eastern,central and western regions was 77.11%,15.07% and 7.82% respectively.This series of figures shows that the contradiction between China's express delivery industry is uneven and inadequate.Inner Mongolia is particularly prominent in China's border provinces and ethnic minority areas.The express delivery business accounts for only 3% of the national total,while the county-level business volume accounts for less than 10% of the total.This shows that the express delivery market in parts of Inner Mongolia relies on its own development.The Pareto optimality of resource allocation cannot beachieved,and a completely competitive market cannot be formed.There is a clear market failure phenomenon.This requires governments at all levels to focus on the history and reality of industry development,profoundly understand the contradictions in the development of the industry,give play to their political,economic,cultural and social functions,effectively solve contradictions in development,and properly handle supply and demand.,industry and society,government and market,current and long-term relationship,and strive to achieve high quality,sustainable and healthy development of Inner Mongolia express delivery industry.This paper is divided into six parts.The first part is the introduction part,which mainly expounds the background and research significance of the topic.It summarizes the literatures of Chinese and foreign related fields,expounds the research content and research methods of the thesis;the second part is the core concept and Based on the theoretical basis,the concepts of express delivery,express delivery industry and government functions are summarized and the theoretical basis of the thesis is put forward.The third part uses statistical analysis method to analyze the development status of China's express delivery industry,the development status of Inner Mongolia express delivery industry and the main problems in the development of Inner Mongolia express delivery industry.The fourth part is about the three transition periods of government functions in the development of Inner Mongolia express delivery industry.Dividing and objectively evaluating theperformance of government functions.The fifth part puts forward the problems in the implementation of government functions in the development of express delivery industry in Inner Mongolia,and makes an in-depth analysis of the causes of the problems.The sixth part proposes seven solutions to how the functions of Inner Mongolia government can be effectively played and promote the healthy development of the express delivery industry.That is to improve the laws and regulations,increase support,improve the supervision system,optimize the business environment,improve service awareness,promote the integrity system,and practice the concept of green development.
