A Study Of The Way To Improve The Executive Ability Of Grass-roots Governments

The executive power of the government is the life of the grass-roots government,and its strength is not only related to the legitimacy foundation and administrative efficiency of the grass-roots government,but also related to the degree of the realization of the goal of national governance.With the development of economy,some economically developed towns have appeared in Guangdong.However,the general situation of these township governments is that there are many things,small power,big responsibility,weak ability,the contradiction between governance structure and regional development is outstanding,and its executive power is not satisfactory.Therefore,in recent years,the township government has been given more administrative autonomy,so that the imbalance of power and responsibility towards the power and responsibility of the town reform began to be implemented.It is conducive to promoting the economic and social development of villages and towns,and straightening out the power and responsibility of the governments of cities,counties and towns.Department,strengthen the township level government capacity,reduce the gap between urban and rural areas.However,there are also some problems such as the lack of legitimacy of decentralization,the pendulum effect of the power and responsibility relationship between the upper and lower government departments,the incomplete decentralization,the unsmooth undertaking of power and the underregulation of power,etc.Therefore,some new problems,such as selective execution,low efficiency,poor performance and low satisfaction of execution,appear in the situation of weak execution.Therefore,it is urgent to study the problems in the execution of these grass-roots governments in Guangdong Province.Based on the organization theory,taking the reform of Jianzheng strong Town as the background,and taking the execution ability of Shunde District Daliang Street Government,one of the pilot towns of the reform,as the research object,this paper investigates the government staff and public samples in this area.According to the characteristics of Daliang street government executive ability,the evaluation index system is designed,and the empirical investigation is carried out by questionnaire and interview.The results show that Daliang street has a strong executive power,but there are some problems as follows: selective execution,low execution efficiency,poor implementation effect and low implementation satisfaction.And analyzed the root of these problems: organizational environment is not Enough optimization;lack of scientific and reasonable organizational objectives;the construction of organizational structure is not perfect;grass-roots government system construction is not standardized;the quality of grass-roots government executive personnel need to be improved;the deterioration of inter-government relations.Finally,aiming at the problems and reasons,the paper puts forward the realistic way to deepen the reform of theShunde district Daliang street,to enhance the executive power of the grass-roots government.First,we should optimize the organizational environment for the executive power of grass-roots governments;second,construct a scientific process of objective management;third,improve the organizational structure of grass-roots governments;fourth,standardize the institutional construction of grass-roots governments;fifth,Improve the quality of grass-roots government executive personnel in all aspects;sixth To reshape good relations between governments.
