Action Logic For Effective Implementation Of Grassroots Policies Under The "Accountability Storm"

General Secretary Xi Jinping emphasized in the Fourth Plenary Session of the 19 th Central Commission for Discipline Inspection,"To enhance the system with effective accountability".The accountability mechanism is a governance means of effective restriction policy,which is not always effective nonetheless.In conventional governance situations,the overall accountability will make the grassroots government a stronger change.But,the "Accountability storm" has become a key technology to promote policy implementation,especially to deal with major systemic risks,which can effectively mobilize the enthusiasm of grassroots governments to respond to crises since 2003.This article uses this as a starting point,firstly analyzing the operating mechanism of "accountability storm" is: one is based on the strong incentive mechanism based on target responsibility;the second is based on the mandatory mechanism of "military-oriented management";the last is based on the institutional advantage of centralized power.The three mutually effects enable the "accountability storm" to release powerful potential energy.Secondly,grasp the basic relationship of "accountability storm-policy mobilization",and explore the mechanism of "accountability storm-policy mobilization".The start of "accountability storm" makes the grassroots government have a strong senseof responsibility avoidance and performance expectation.Together,the two strengt hened and promoted the policy mobilization of the grassroots government.Large-scale policy mobilization from top to bottom has effectively alleviated the embarrass ment of policy implementation failures caused by scattered governance goals,long organizational levels,and lack of governance resources under conventional governance.Finally,under the conditions of organizational restructuring,goal aggregation and resource integration,the effective implementation of grassroots policies is ultimately guaranteed.The third chapter takes the epidemic prevention and control work in X Town of L City as an example,and further presents the operation mechanism of the "accountability storm" and the practical mechanism for the effective implementation of the "accountability storm" guarantee policy in the case.The "accountability storm" can fully activate the cadre team,promote top-down policy mobilization,and finally ensure the effective implementation of the policy.But at the same time,the "accountability storm" will also lead to some unexpected results: first,the accuracy of accountability is vague;second,the imbalance of power and responsibility at the grassroots level is prominent,giving birth to trace doctrine;Finally,the article proposes optimization countermeasures: One is to optimize the accuracy of accountability: improve the "accountability-promotion" mechanism to mobilize the enthusiasm of grassroots cadres;serious accountability process,reduce accountability arbitrariness;improve institutionalized accountability standards;It is to optimize the government responsibility system of "consistent power and responsibility" :to give the grassroots government residual control power: to ensure that power and responsibility are consistent;Finally,promote big data technology,improve the level of information symmetry and accountability in the policy implementation process,and establish an effective link mechanism for accountability and fault tolerance to optimize the unexpected results of the "accountability storm" for policy implementation.
