Study On A Model Construction And Application Of Post Competency Of Provincial Drug GSP Inspectors Based On Fujian Province Data

With the development of the pharmaceutical industry at full speed,the situation of drug safety supervision is becoming increasingly complex and changeable,and the drug inspection work is also facing new challenges.However,many problems in the current construction of provincial drug inspectors team are becoming more and more prominent,such as seriously insufficient of full-time inspectors,the short of professional ability,the lack of sense of responsibility,the high outflow rate of inspection backbone.And the contradiction with the demand of drug supervision is also more prominent,which has become a serious restriction on the development of drug supervision in China.How to further strengthen the management of drug inspectors and improve the post competency of drug inspectors is not only a key problem to be solved in the current construction process of professional drug inspectors in China,but also a key link to promote the modernization of drug supervision system and regulatory capacity.Based on the above background,taking the post competency research as the basic starting point,the research focused on the construction and application of the post competency model of provincial drug GSP inspectors.First of all,through the thematic analysis of key event interview data and case text data,the research initially extracted the post competency elements of provincial drug GSP inspectors,and established the initial framework of the post competency model of provincial drug GSP inspectors after screening and revising in combination with expert advice.Secondly,according to the initial framework,the importance questionnaire of post competency elements was compiled,and the post competency model of provincial drug GSP inspectors was constructed through exploratory factor analysis.Thirdly,based on the constructed post competency model,a questionnaire on the job performance of provincial drug GSP inspectors was prepared.Taking the drug GSP inspector team in Fujian Province as the survey object,empirical research was carried out to understand the current situation and influencing factors of the post competency of provincial drug GSP inspectors.Lastly,on the basis of the results of empirical research,the research put forward countermeasures and suggestions to improve the post competency of provincial drug GSP inspectors.The post competency model of provincial drug GSP inspectors consists of 22 post competency elements in 4 dimensions,among which the dimension of self-professional identity includes self-improvement,bottom-line consciousness,role positioning and responsibility consciousness.The dimension of team cooperation includes team management,mentoring ability,division of labor and cooperation,timely feedback,obedience arrangement and pressure resistance ability.The dimension of knowledge learning includes continuous learning,pharmacy professional knowledge,policy and regulations knowledge,and other related knowledge.The dimension of inspecting practical skills includes inspecting practice,risk study and judgment,paying attention to details,finding problems,collecting evidences,reasoning and analysis,literal expression ability and emergency response ability.The research found that the post competency level of provincial drug GSP inspectors is generally good,in which the score of self professional identity dimension is the highest,team cooperation dimension is the second,and the dimension of knowledge learning and inspection practical skills is relatively low.And the competency level of provincial drug GSP inspectors is mainly affected by team structure,work experience,team management,organizational support and other factors.In this regard,the research puts forward practical countermeasures for improving the post competency level of provincial drug GSP inspectors and accelerating the construction of professional drug inspectors from the aspects of optimizing the structure of inspection team,strengthening education and training management,accelerating the improvement of assessment management system,and enhancing organizational support and recognition.
