In 2018,tax authorities at and below the provincial level across the country began the reform of the collection and administration system to merge state and local tax authorities.The reform is an important part of the reform plan of the state council.It is an important measure to conform to the development of The Times,improve the efficiency of collection and administration,and ensure the full play of the function of national taxation.With the implementation of temporary regulations on the functions,departments and personnel of the new tax authorities,the establishment of the new tax authorities has initially established an efficient and unified tax collection and management system.At the same time,the establishment of the new tax authority is faced with such situation as the increase of the collection and management responsibilities,the reestablishment of the departments and the combine and flow of people,which poses a challenge to the reconfiguration of the human resources within the organization.In modern management,the development of an organization cannot be separated from the effective management of human resources,the accumulation and use of human resources within an organization is not enough.Only by realizing the effectively use of human resources and the matching of people and posts can the organization achieve effective and long-term development.In order to further improve the allocation efficiency of human resources in the new institution and improve the work performance,this paper selects the tax bureau of J county as the research object based on the perspective of person-post matching,so as to propose corresponding optimization and improvement measures through the research on person-post matching.This paper is based on the systematic study of the theory of human resources optimal allocation in public administration theory,Firstly,conducted field research on the situation of person-post matching in tax bureau of J county and investigated by questionnaire.Through the analysis of phenomena and questionnaires,it is found that the tax bureau of J county has existing problems in the management of personnel post.Secondly,based on this survey,extracted the evaluation indexes of post competency and job satisfaction were from the two aspects of person-post matching elements,so as to construct the evaluation model of person-post matching for tax bureau of J county.At the same time,selected four representative posts in the tax bureau of J county as the example to verify thefeasibility of the model.Moreover,the model is used to evaluate and analyze the matching situation of people and posts in tax bureau of J county.Finally,according to the above conclusion,the paper puts forward some Suggestions on the optimization of person-post matching.Based on the perspective of person-post matching,this paper constructs the evaluation method of person-post matching by studying the situation of person-post matching in tax bureau of J county.And on this basis to carry out further optimization research,put forward specific optimization recommendations.It aims to provide decision-making methods and optimization suggestions for human resource allocation of tax bureau of J county,so as to improve work performance,which also has great significance for other organization for reference.
