| At present,our country is in the deep-water period of reform and the transitional period of society.With the development of the economy,social contradictions continue to become prominent and intensively erupt,and the situation of social security is becoming increasingly severe.In the new era and new situation,improving the law enforcement level and performance ability of public security agencies,strengthening team building,better meeting the new expectations of the people,and adapting to the needs of social and economic development are the topics that are needed to study urgently.In this context,it is of great practical significance to focus on the research about the competency of police officer.On the basis of summarizing the domestic and international research and application of competency theory,the paper takes the K public security bureau of the county-level public security organ as an example,analyzes the current problems and causes of the competency of the grassroots police,and selects two representative police officers of criminal police and community police,as well as two levels of leadership and non-leadership positions as the research objects to explore the construction of a competency model.The paper comprehensively uses three different research methods:personal interview method,literature research method,and questionnaire survey method.According to literature collection,expert advice and in-depth interviews,a competency questionnaire related to the research was designed.By summarizing the questionnaires,sorting out the results and the research data,using the statistical functions of SPSS and Amos and other software to perform statistical analysis on these data such as weighting and variance,and applying t-test to verify the constructed mathematical model statically.Preliminary research conclusions are generated on this basis: The core competency of criminal police includes teamwork,communication skills,professional dedication,honesty and integrity,self-learning ability,police knowledge and skills,anti-stress and self-control ability,legal concept,interpersonal comprehension and active obedience;the core competency of the community police includes teamwork,communication skills,police knowledge and skills,silent dedication,self-learning ability,management and organization ability,integrity and honesty,interpersonal comprehension,proactiveness,and legal concept;The core competency of the police in leadership positions includes command ability,adaptability,talent training ability,guidance ability,influence,macro thinking ability and so on.In view of the research results of the competency model and the problems in the competency of the grassroots public security team,the paper proposes a series of countermeasures and suggestions such as the implementation of “precision” training for the core competency requirements of different police posts,optimization of the initial allocation of police resources,dynamic tracking and matching,strengthening political theory quality and vocational skills training,establishing and improving incentive mechanisms,which provide a valuable reference for effectively improving the competency of the grassroots public security teams. |
