Research On The Reform Of Local Administrative Examination And Approval System From The Perspective Of Holistic Governance

At present,the reform of the Chinese government in all aspects has achieved initial results,but there are contradictions and problems presented in the process of reform,which need to be solved urgently.Deepening the reform of local administrative examination and approval system is of great significance for the government to fully and correctly perform its functions,provide quality services and further stimulate the market vitality.Nowadays,China’s economic development has entered a new era,and correspondingly,higher requirements are put forward for the administrative examination and approval mode.With the development trend of national modernization,the modernization of governance system and governance capacity is gradually becoming the goal of China’s reforms in various fields.In the face of the increasing resistance and difficulties in the reform process,all functional departments of the government must work together to form a joint force and jointly promote the reform to develop in depth.Based on the holistic governance theory,this study selects the reform of local administrative examination and approval system carried out by R city administrative service center under the concept of "one visit at most" as the research object,because of its it possesses the administrative division county and city’s special political conditions,in addition,its administrative examination and approval reform in similar prefecture-level cities has achieved remarkable results,so the case is typical to a certain extent.In terms of research methods,this study adopts some research methods,such as interview,literature research,case analysis and questionnaire survey.After in-depth investigation and analysis of the construction status of the administrative examination and approval system reform in R City,the author found that there are still some problems in the process of deepening the reform of local administrative examination and approval system in R city,such as low standard management level of examination and approval process,unsmooth integration and coordination management process of examination and approval reform,and insufficient participation consciousness and ability of multiple governance subjects.The reasons mainly lie in the shackles of the traditional system,the imperfect operating mechanism of the holistic governance,and the immature construction of holistic governance environment.Therefore,in order to futher promote the development of the reform of the local administrative examination and approval system in R city,it is necessary to establish a holistic thinking and deepen the streamlining of administration and delegation of power;Improve the operation mechanism,promote the linkage of departments;Optimize the environment of governance,improve the service capacity.
