In recent years,emerging technologies such as big data and artificial intelligence have had a profound impact on social development,and have also provided new technological means for national governance.Therefore,the Party Central Committee and the State Council attach great importance to the construction of digital governments.At the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,it was proposed to "establish and improve institutional rules for administrative management using technological means such as the Internet,big data,and artificial intelligence" and "promote the construction of digital government";The report of the 20 th National Congress of the Communist Party of China pointed out the need to accelerate the construction of a strong online country and a digital China,and made strategic arrangements for a series of major issues related to the construction of a strong online country and a digital China.On March 7,2023,according to the proposal submitted by the State Council to review the State Council’s institutional reform plan,the National Data Bureau was established.After a period of exploration,the government’s governance model has become more intelligent,but it has also encountered many problems that urgently need to be solved.Therefore,it is necessary to explore the construction of a smart service-oriented government in the context of digital governance.This article takes the theory of digital governance as the research perspective,and uses literature analysis and comparative research methods to study the construction of a smart service-oriented government.Firstly,analyze the theories of smart service-oriented government and digital governance,explain the correlation between the research perspective of this paper and smart service-oriented government,and point out the necessity of building a smart service-oriented government in the era where digital governance theory is prevalent;Then,the achievements and difficulties faced by the development of smart service-oriented government in China were discussed;On this basis,analyze the reasons for the problems in building a smart service-oriented government;Finally,in response to existing problems,it is proposed to improve top-level design and institutional mechanisms;Strengthen infrastructure construction and form an integrated public service platform;Increase investment in funds,technology,and talent;Improve laws and regulations,and improve information security protection mechanisms;Expand government cooperation and enhance interaction between government and people to build a smart service-oriented government. |
