Research On The Construction Of Inclusive Childcare Services In Shaanxi Province Based On Multidisciplinary Governance

In recent years,infant and young child care services have become a hot topic of social concern.Due to their positive impact on alleviating social aging,improving population age structure,achieving female career development,and promoting child welfare treatment,they have gained widespread social discussion and attracted research and attention from academia and government departments.Guided by the national concept of "inclusive childcare services",The construction of inclusive childcare services in various regions of the country is in full swing.However,due to the many historical issues left over by China’s childcare services,inclusive childcare services face many obstacles.Currently,the country faces the responsibility of "development and standardization" in sync.It is urgent to study and sort out the phased development of childcare services in various regions,in order to identify the root causes of the problems and clarify the path to improvement.Therefore,the author takes the construction of inclusive childcare services in Shaanxi Province in the northwest region as the research object,in order to provide reference ideas for the development of inclusive childcare services in Shaanxi Province.This article is based on governance theory,collaborative governance theory,and holistic governance theory,and forms a research foundation by sorting out the basic situation of the development of childcare services at home and abroad in the early stage.Through the methods of copywriting investigation,semi-structured interviews,qualitative research data analysis,comparative analysis,and induction deduction,the background and basic situation of the construction of inclusive childcare services in Shaanxi Province were studied.It was found that Shaanxi Province is currently promoting the development of inclusive childcare services from three aspects: firstly,the government guides and continues to promote the development of inclusive childcare services;Secondly,diverse participation and vigorous development of social forces for entrusted work;The third is to strengthen management and achieve standardized and healthy development of inclusive childcare services(mainly from five aspects:improvement of management system,demonstration pilot activities,filing management work,improvement of childcare talent quality,and guidance from expert think tanks),and have achieved phased development results.Firstly,inclusive childcare services have begun to take shape;The second is to develop inclusive childcare services according to local conditions through the "one place,one policy" approach in various cities.On this basis,benchmark regions and countries with advanced development of childcare services both domestically and internationally,such as Shanghai’s sound policy system and Nanjing’s sound management system;The broadening of funding sources for childcare services in Japan,the "socialized popularization" of Denmark,a typical Welfare state,and the supporting policies for childcare services in Sweden have profound implications for the development of inclusive childcare services in China.Through in-depth analysis,it was found that Shaanxi Province’s inclusive childcare services have problems such as small supply scale,loopholes in regulation,insufficient community childcare service functions,and a lack of professional talents in the industry.Furthermore,the reasons were analyzed,and it was found that Shaanxi Province’s inclusive childcare service supply cost is relatively high,the policy system is not perfect,the management system has departmental coordination problems,the community childcare service process is not yet sound,and there is a lack of a complete talent training system.Based on the above research,the final attempt is to provide policy recommendations for improving the construction of inclusive childcare services in Shaanxi Province.Firstly,the government: strengthening top-level design.Establish a sound legal system for childcare services;Optimize performance evaluation indicators for government departments;Strengthen the construction of a talent team for childcare services.Secondly,the market: play a leading role.Provide diversified inclusive childcare services.Thirdly,community: enhance the ability of childcare services.Reasonably plan community care points;Activate community public resources and maximize the utilization of community resources.Fourth,family: assuming the main responsibility...
