Research On On Land Law Enforcement And Supervision In Lintong District Of Xi’an City

Among the types of natural resources,land resources are the primary resource.How to efficiently utilize limited land resources and coordinate issues such as food,environment,and housing is an important issue in current land management.In order to promote the rational use of land resources,land law enforcement and supervision work should play its due role,prevent the occurrence of illegal land phenomena,and avoid the loss of land resources.At the same time,the implementation of land law enforcement and supervision work is a reflection of the implementation of land management related laws and policies,and an important way to ensure the legitimate use of land rights and interests of the people.In recent years,Lintong District,Xi’an City,has strengthened the implementation of the supervision system in land law enforcement and supervision,"zero tolerance" for unauthorized changes in the use of cultivated land,and seriously investigated and dealt with the rebound of "greenhouses",rural land occupation and housing construction,and listed key cases for supervision.With the increase of investigation and punishment efforts,the number of illegal land occupation has been effectively controlled,but it has not been completely eradicated,and illegal land occupation has occurred from time to time.Therefore,the work of land law enforcement and supervision has a long way to go.It is necessary to constantly strengthen the work and strictly control the new land violations,so as to lay the foundation for the formation of a good order of land management in Lintong District.Based on the comparative analysis of the number,purpose and Principal type of illegal land occupation in Lintong District,Lintong District,Xi’an from 2019 to 2022,this paper analyzes the problems and reasons in the land law enforcement and supervision work in Lintong District.At present,it is difficult to define the law enforcement rights and responsibilities,implement joint law enforcement,implement illegal cases,weak law enforcement and supervision elements,and build law enforcement teams in the land law enforcement and supervision work in Lintong District,Xi’an.In order to effectively solve the problems in land law enforcement and supervision in Lintong District,Xi’an City,this paper proposes to strengthen the education and publicity of land law popularization,establish a joint responsibility mechanism for law enforcement,improve the quality and efficiency of land law enforcement and supervision,improve the support level of land law enforcement and supervision elements,and optimize the management of law enforcement and supervision teams.It is hoped that the implementation of this series of suggestions and countermeasures can further curb the land violations in Lintong District and strengthen the land management level in Lintong District.
