Analysis Of Land Illegal Cases In Yuhang District Of Hangzhou And Suggestions For Improvement Of Law Enforcement Supervision

In recent years,the illegal land use in Yuhang district happens all the time,and the situation of land enforcement and supervision is grim.This paper analyses the cases of illegal land use in Yuhang from 2012 to 2016,and the author summarized the characteristics of illegal land-use behaviors in Yuhang.At first,this paper analyzes the causes of illegal land use in Yuhang.It can be summarized which could be further grouped into several factors including the lower cost of illegal land,Farmer housing regulations are not practical,weak village and township government supervision.At the same time,the difficulties and problems of land enforcement supervision in Yuhang district are also analyzed in this paper.For example,The allocation of law enforcement forces at the grassroots level is unreasonable,The implementation rate of land illegal cases is low,Public welfare projects and rural housing difficult to strictly investigate and punish,the illegal land law cases is a time-consuming task,land enforcement supervision lacks tough tactics,etc.In order to improve the land law enforcement supervision in Yuhang,Hangzhou,this paper suggests that Increase the cost of illegal land use;land demand should be guided rationally;Improvement of rural housing management and control methods;the discovery mechanism of land violations should be improved,the supervision responsibilities of village and township governments should be strengthen;the supervision methods of temporary land use and facilities land use should be innovated;the behaviors of illegal land use should be removed in time;and Rational allocation of land enforcement force;etc.The main research methods of this paper are data analysis,literature research,field investigation,model analysis and experience summary method.The data in the chart are derived from the first-hand data obtained by the author in the land law enforcement and supervision work.
