The central issue of the modern Chinese revolution was the peasant question,and the core of the peasant question was land ownership.As to which way to adopt to satisfy the peasants’ land ownership,the CPC Central Committee,on the other hand,put forward different land policies at different historical periods and according to different political situations.During the Liberation War,in order to unite all the forces that could be united to solve the peasant land issue,reduce resistance to change in rural land relations,and avoid intensifying class conflicts in the countryside,the CPC decided to try out land bonds in the Shaanxi-Gansu-Ningxia border area to“requisition” excess land from landlords in return for compensation and distribute the land to poor peasants who had no land or little land.This kind of peaceful and remunerative method is called “peaceful land reform” in academic circles.Although peaceful land reform lasted for a relatively short time during the democratic revolutionary period of the Communist Party,the Shaanxi-Gansu-Ningxia border area,as one of the earliest areas where peaceful land reform was implemented,had the widest radius and the greatest impact.The implementation of the peaceful land reform in Jiaxian County of Suide Sub-district shifted the landowners’ land ownership in favor of the poor and hired peasants,mobilized the bottom peasants to be productive,improved their living conditions,and women began to participate in social affairs and achieve political turnaround.The Central Committee of the Communist Party of China initially realized Dr.Sun Yat-sen’s principle of “the cultivator has his own land”,which laid a solid material and mass foundation for the success of the Chinese Revolution.Although the peaceful land reform was eventually replaced by the more violent equalization of land due to a combination of factors such as the civil war environment,the overly mechanical implementation of the land policy by grassroots cadres,the failure to pay sufficient attention to political mobilization in the land revolution,and the inherent contradiction between people and land in the liberated areas,the concept and practice of peaceful land reform demonstrates the objective existence of a holistic approach to solving the land issue by peaceful redemption in the history of the CCP,which is helpful to The concept and practice of peaceful agrarian reform show that there was an objective and holistic way of solving the land issue by peaceful redemption in the history of the CCP,which helps us to systematically and thoroughly study the land issue during the Chinese democratic revolution. |
