A Study Of Government Functions To Improve Fertility Support Policy In Bayannur,Inner Mongolia

With the aggravation of the problem of aging and small children,the gradual disappearance of the demographic dividend,and the continuous reduction of the fertility rate,the demographic issue has gradually become a key issue limiting China’s economic and social development.At present,China has introduced the "three-child policy",but the existing fertility support policy can no longer fully adapt to the current fertility demand and situation,and the lack of fertility intention of the childbearing age group has led to a major challenge to China’s sustainable population development strategy.Therefore,it is worth considering and studying how the government should play a leading role in formulating and implementing a scientific and reasonable fertility support policy to increase the fertility intention of the childbearing age group and solve the current population development problems.From the perspective of government functions,this paper takes the fertility support policy of Bayannur City in Inner Mongolia as the research object,and conducts an in-depth study on the government functions of improving the fertility support policy based on the theory of government functions,the theory of social governance,and the cost-utility theory of children,using the literature research method,questionnaire survey method,and comparative analysis method.This paper grasps the current situation of the government’s performance of the birth support policy in Bayannur City by investigating the demographic changes,the current birth support policy and the profile of the implementing department,the residents’ willingness to have children,and the factors influencing them.On this basis,we analyze the problems and reasons for the government’s performance in Bayannur City,such as the lack of awareness of the main responsibility,the lack of universality of maternity insurance and maternity leave,the limited financial investment,the lack of medical and educational resources,and the lack of implementation of women’s legal rights and interests in employment.Finally,by summarizing the advanced experience of the government’s performance of fertility support policy at home and abroad,and combining with the local socio-economic development of Bayannur City,we propose countermeasures and suggestions for improving government performance of fertility support policy in terms of establishing the awareness of main responsibility,strengthening fertility support guarantee,expanding public service supply,and increasing financial investment.
