Research On The Dilemma And Solution Path Of Network Public Opinion Governance

In the era of the Internet,sudden public events are easy to attract attention,forming network public sentiment and even network public opinion,and the government is occasionally involved in them.Generally speaking,Network public sentiment is the early form of network public opinion,and network public opinion is the excited state of network public sentiment.However,this paper does not strictly distinguish the two concepts,but takes the expression of “network public opinion”according to the needs of the research theme.When facing or dealing with network public sentiment caused by sudden public events,the government is both cautious and cautious.Any slight negligence may trigger network public opinion and lead to a passive governance situation.Obviously,The governance of network public opinion has become a field or content of national governance.The Chinese government and national leaders attach great importance to network public opinion and its governance,and have successively released a set of governance measures,which can be said to be helpless.However,in the real world,why does “network public opinion” still“repeatedly appear”,causing the “local government” as the main body of governance to occasionally fall into a passive response situation? Although network public opinion is impossible and should not be eliminated in a normal society,the above“truth” still highlights the importance of “governance of network public opinion”.The existing research on public opinion governance can be summarized into two categories from the perspective of governance tools: technical governance and institutional governance.With the development of technology,these two types of tools have different positions at different times,showing an alternating state of strong institutional governance,weak technological governance,strong technological governance,and weak institutional governance.Based on this,the technical governance tools and institutional governance tools of network public opinion governance can be combined to form the logical starting point for this study of network public opinion governance.This paper takes the network public opinion and its governance caused by three public emergencies,namely,the extremely heavy rainstorm in Henan Province,the explosion in Tianjin Port,and the long-life biological problem vaccine,as examples,compares and summarizes the development trend and governance process of network public opinion caused by the three emergencies,summarizes the key elements involved in the process of network public opinion governance,and obtains the characteristics of network public opinion Life cycle and governance models,and analyze the difficulties in network public opinion governance.Research has found that on the one hand,as the governing body,the government has the willingness and necessity to use network public opinion as a social governance method,because the internet is a channel for information dissemination,and the internet and network public opinion can understand the people’s situation and smooth public opinion.On the other hand,the governance of network public opinion is not precise enough,and the combination of institutional governance and technological governance is insufficient.This is manifested in the lack of a phased awareness of network public opinion governance,the lack of diverse participation of network public opinion governance entities,legal challenges faced by network public opinion governance,and excessive reliance on technology.Therefore,this article introduces refined governance into the field of network public opinion governance and proposes a path for refined governance of network public opinion.Specifically,it follows the phased governance of the life cycle of network public opinion,promotes the participation of multiple entities in governance of network public opinion,solves legal challenges of network public opinion governance,and achieves the integration of institutional governance and technological governance.
