The low-Earth orbit(LEO)mega-constellations composed of thousands of small satellites bring many benefits to fields such as education,telecommunications,Earth observation,and disaster mitigation.However,they also pose real problems such as spectrum and orbit resource occupation,increased collision risks in orbit,accumulation of space debris,impact on other countries’ launch windows and ground-based observations,and challenges to international regulations.The principles and requirements of free exploration and use of space,due regard to other entities,prior consultation,registration of space objects,transparency of launch behavior,traceability of space objects,and space debris mitigation in international space law have important significance for adjusting mega-constellation activities,but they need to be refined or adjusted.The rapid development of LEO megaconstellations will promote the development of relevant rules and mechanisms for frequency-orbit allocation coordination,international governance of the outer space environment,international governance and coordination of space traffic,and outer space arms control.However,currently,a large number of small satellites in LEO mega-constellations fly in Earth’s low orbit,causing great negative impacts on the space environment and traffic,as well as threatening the safety of other countries’ space objects.Therefore,the governance of space traffic in LEO mega-constellations should be highly valued by the international community.Chapter one of the paper introduces the current situation of space traffic governance,the legislative status of international treaties,and the main contents and current controversies of space traffic governance,and outlines the basic concept of LEO mega-constellations.Chapter two analyzes the current situation of traffic governance in LEO megaconstellations,discusses their core issues,current status,and development trends,and summarizes the chaotic situation in current outer space traffic governance and the reasons for this.Chapter three discusses the problems faced by traffic governance in LEO megaconstellations,summarizes the impact of their large-scale development on Earth’s low orbit and outer space,and proposes which issues should be given priority in governance,according to satellite registration,injection into outer space,and legal issues faced during space operation.Chapter four analyzes and explains the international treaties and soft laws that can currently constrain and manage LEO mega-constellations.It explains and analyzes the shortcomings of international treaties and the shortcomings of soft space laws.Chapter five analyzes the current problems and proposes solutions to them,from the construction of technical legal norms to the construction of long-term mechanisms for outer space traffic governance.It also provides opinions on the improvement of international treaties and mechanism construction.Chapter six summarizes the construction status and progress of China’s LEO mega-constellations,and provides suggestions for China’s legal construction in the outer space field and its participation and promotion in international law in the outer space field.
