Research On The Optimization Of Tourism Policies In Inner Mongolia

Since entering the new century,the tourism industry has developed strongly and become a strategic pillar industry in the new era.At the same time,a large number of problems and contradictions have also emerged.Although these problems can be solved through the operation of market mechanisms,those that cannot be solved spontaneously by the market require government intervention.Usually,the government maintains the orderly operation of the tourism industry by issuing policy bills and normative measures through administrative means.The tourism policy contains the government’s planning,deployment,and governance content for the development of the tourism industry.Strengthening the analysis and research of tourism policies helps to reasonably arrange social resources,promote the orderly development of the tourism industry,and enhance the scientific decision-making of tourism development.This paper,taking Inner Mongolia as the study area,in Inner Mongolia autonomous region government tourism policy as the research object.It collects tourism policy documents released at the autonomous region level from 2009 to 2022 and deconstructs and analyzes tourism policies from two aspects: the formal and content characteristics of tourism policy texts.The formal perspective of tourism policies mainly starts from the surface content of policies,such as the number,subject,and type of publications.From the perspective of policy content,it is analyzed from two levels: policy themes and policy tools policy objectives.Through the process of mining,extracting,and coding policy content,the problems in Inner Mongolia’s tourism policy are gradually analyzed.The study found that in recent years,the Inner Mongolia government has introduced tourism policy measures from the perspective of demand,supply,environment and other aspects.The content of tourism policy has gradually enriched and diversified with the actual development of society and industry,which shows the government focus on the development of tourism and government in order to promote tourism in development efforts.It has also been found that there are problems with tourism policies in Inner Mongolia,such as a lack of synergy among policy entities,imbalanced use of policy tools,polarization of policy objectives,and a lack of operability in policies.Taking into account the current development of Inner Mongolia’s tourism industry,combined with the analysis results,measures are proposed to improve the synergy of policy entities,use policy tools reasonably,improve the operability of policies,providing ideas and methods for the deployment and arrangement of the next step of Inner Mongolia’s tourism industry development.
