| The “double reduction” policy is based on the fundamental task of establishing morality and cultivating people.It strives to reduce the burden on students,build a good education ecology,emphasize the cooperation between family,school and community,and promote the comprehensive development and healthy growth of students.This puts forward new requirements for school management,which requires schools to change their management mode from “top-down” vertical management to democratic and participatory governance.As a middle school in the rural-urban fringe,the governance of the school in the rural-urban fringe has certain complexity due to the relatively complex population structure and other factors.In particular,the introduction of the “double reduction” policy has undoubtedly brought a new impact on the governance of such schools.Therefore,based on the system governance theory,taking XJ Middle School in the urban-rural fringe as a case,this paper discusses the development path of the “double reduction” policy on the governance of the urban-rural fringe middle school.In the process of school governance,XJ Middle School has actively explored the functional linkage of governance institutions and built a governance mechanism to coordinate and integrate resources inside and outside the school,following the principle of establishing morality and cultivating people,and taking the relevant requirements of service “double reduction” as the governance goal.However,XJ Middle School also has some problems in the process of system governance: first,the governance body is not comprehensive enough;Second,the governance capacity of participating departments is not high;Third,the operation mechanism is imperfect.The main reasons for the above problems include: lack of systems thinking of governance,low willingness and ability of stakeholders to participate in governance,imperfect communication mechanism,and lack of governance resources.Therefore,in order to give full play to the value and role of system governance theory and help the governance of middle schools in the urban-rural fringe more scientific and reasonable under the background of “double reduction”,the corresponding suggestions are put forward: first,based on systems thinking,grasp the overall governance of schools,not only to determine the relevant elements of system governance,but also to grasp the relevant relationship between the elements.Second,based on the concept of multi-centric governance,we should actively participate in relevant institutions of the school,determine the roles of all stakeholders,and clarify the rights and responsibilities of all stakeholders.Third,improve the communication mechanism of school governance,establish dialogue channels for managers,teachers,students and parents,especially promote the normalization of subject dialogue and the technicalization of subject communication.Fourth,to promote coordinated integration and maintain balanced development,we should promote the coordinated development of urban and rural regional education,and also accelerate the integration and sharing of high-quality resources.Fifth,improve the implementation mechanism and seek institutional guarantee,including the establishment of a pluralistic co-governance mechanism,supervision and accountability mechanism,legal guarantee mechanism and financial guarantee mechanism. |
