Research On Clan Organization Participating In Village Public Goods Supply

Rural public goods are directly close to the people’s livelihood,serve the people’s livelihood,and ensure the people’s livelihood,which is one of the basic requirements for maintaining the effective operation of the village,which is naturally related to the vital interests of farmers and the development of the village.Therefore,who supplies village public goods and how they successfully supply village public goods is directly related to village stability,agricultural economic development and future village governance.In the current research on the supply of village public goods in the academic circles,mainly focusing on the national(government)supply,market supply,villager cooperative supply,tertiary sector supply,social capital supply and other aspects,placed in the context of rural revitalization,due to the prominent situation of "funds going to the countryside","system going to the countryside","projects going to the countryside",etc.,in the process of village public goods supply,more and more emphasis is placed on the role of formal systems such as the perfection of statutes and charters,the leading type of policy texts,and the dominant position of the government.However,through field research and analysis of the interaction between clan organizations and individual villagers,informal organizations and formal subjects,collective consensus and public value,the formal institutional theme role encountered "supply failure",and there was a situation that "the project went to the countryside but could not be implemented,and the system entered the village but was ineffective",but through the clan organizational network,customs and ritual values,it effectively promoted and successfully completed the supply of village public goods.In the construction of roads around the village,there are two different main practices in village M: the former is for the township and village organizations to organize and mobilize villagers to raise road funds through the evaluation system,one case for one discussion,village representative meeting,field meeting,red list honor,playing emotional cards,etc.,and the mobilization and fundraising failure due to the distrust,doubt,and indifference of the villagers;The latter,through a set of stable values and standards formed in the long-term common life of the village,takes "blood as the basis,emotions as the force,and ethnic groups as the basis",through the "consultation mobilization" of the elders,the "sacrifice mobilization" and "feng shui mobilization" of the management committee,the "public mobilization" of the foundation,and the "emotional mobilization" of the family first,and on the basis of "government inversion and villager integration",the villagers are effectively mobilized with "consultation consensus","sacrificial consensus","feng shui consensus","family first consensus","open consensus" and other aspects.Thus,the role of "rational person" in the process of village road fundraising is eliminated,and the achievement of village public goods is promoted.To promote the supply of village public goods,it is necessary to give the village endogenous indigenous resources such as clan organizations,customs and habits,ritual activities and other certain operating space,fully respect and use "local knowledge" and collective memory,organically embed the formal system into the village governance structure,maintain the "orderly participation" of villagers on the basis of "effective mobilization",stimulate the compatibility and operability of the system,so as to give play to the external legal constraints under the guidance of the formal system and the internal blood connection function under the guidance of informal organizations,so as to achieve " From top to bottom,from left to right" diversified interaction pattern and collaborative operation system,to provide the maximum synergy for the supply of village public goods to complete high-quality supply.
