Village Clan's Influence On The Modern Village Governance Research

The village clan has existed for thousands of years in the local society of China,and has become a remarkable feature of native China.Village clan that based on blood relationship experienced a few ups and downs in the long years.It played an important role in grass-roots governance during various historical periods of China.With the establishment of the new China,and the implementation of land reform,the economic base of clan was widely destroyed,and clan activities once stopped.However,along with the reform and opening up,the construction of new socialist countryside kept deepening,and the grassroots democracy self-made system was also improved.Rural development entered a new stage.And clan forces recovered on this basis.The recovery of clan forces and the extensive development of clan activities was bound to bring challenge to the construction of rural normal system.Government and academia need to pay attention to this phenomenon,and give it reasonable guidance to make it adapt to the needs of the new era.The research object of this paper is S village in Shanxi Province.It investigated clan development and rural governance level of S village on the basis of existing research result.By field trips and empirical research,this paper analyzed the performance and causes of the revival of village clan in S village,and explained the influence of clan recovery on the governance of S village.At the same time,it put forward the useful scheme and countermeasure,to standardize and guide the clan behavior,to improve the modern village governance system,and to provide some reference for promoting the healthy development of rural grassroots democracy.This paper is divided into three parts: the preamble,the text and the conclusion.The text section includes the following main elements:The first part briefly analyzed the development process and current performance of clan,and put forward the goal and essence of modern village governance.At first,it introduced the specific manifestations of contemporary clan activities,such as rebuilding genealogy,ancestral hall orancestral graves,electing patriarch,and participating in political and economic activities,etc.;secondly it introduced the theory basis and practical requirements of modern village governance,and it also analyzed the feasibility of the combination of the two.The second part was based on the field research of S village.It analyzed the influence of village clan on modern village governance.Through a large number of cases of investigation,this paper proved that village clan really make up for the current lack of grassroots governance in some ways,and it helped to maintain the stability of grassroots village governance.But it is undeniable that the existence of feudal thinking,patriarchal system of clan hindered the development of grassroots autonomy to a certain extent.For example,the patriarchal system prefers the rule of man to the rule of law,which violates the villagers' equal rights,weakened villagers' self-organization.It could even cause clan fights.These circumstances show that given proper guidance,combined with modern rule of law,forming new governance authority,and eliminating adverse effects that village clan brought,clan could be able to maintain the stability of rural society better.The third part focused on how to deal with the negative impact of clan forces in the process of modern village governance.It studied mainly from the point of view of integration of economic development,grass-roots governance,consciousness of democracy and rule of law,and modern culture.For example,it studied on promotion of market economy,increasing farmers' income,breaking the original economic base of rural clan,while popularizing grass-roots democracy,raising' cultural quality,eliminating the feudal backward thinking,establishing correct cultural guide.In this way,village clan can consciously integrate into the society with rule of law,to eliminate the negative influence of clan forces,and provide better service for modern village governance work.The revival of clan has its inherent characteristics and laws,it is not accidental phenomenon,so it can not be simply denied.Government and academia should understand connotation of village clan in-depth,givereasonable guidance,remove the backward ingredients,and retain the essence of clan culture.At the same time we should deepen and promote modern rural democracy grassroots governance system,strengthen the rule of law construction and socialist cultural construction,and gradually improve the rural management procedures,so that the village clan can adapt to social development better.
