The Party Building Leads The Cooperation:A Study On The Path To Effective Governance In Xujiachong A Migrant Village In Hubei Province

Among the numerous studies on Chinese rural governance,immigrant village governance is a unique field.The governance problem of immigrant villages arises due to the change of the original space,the change of the original surrounding relationship,and the breaking of the original life field.The reason for the governance problem lies in the spatial reorganization of social communication relations.Therefore,the governance of immigrant villages must face the fragmentary neighborhood relationship,re-establish the secondary relationship connection,and form the governance relationship.Relocation is not only the change of address,but also the change of emotional identity,which have an impact on the village governance.As a grassroots governance unit,it has the generality of ordinary villages,and the new village formed by a large number of migrants has its own complexity and uniqueness in the process of governance.Located on the north bank of the Three Gorges Dam in Yichang,Hubei province,Xujiachong village is a veritable new village of three Gorges immigrants.After moving,due to the living space change,neighborhood restructuring,put on the lack of production,such as land,immigration income is not stable,the conflict in the village,public security management chaos,petitions,and even violence impact government staff,to the township government grassroots governance bring great pressure and security hidden trouble,bad political influence.In the past 30 years,the party members and cadres of the village committee,leading all the villagers,the unique "Xujiachong Experience" has been widely recognized and vigorously promoted.In this process of grassroots governance,the party building plays a key role.Party building guidance is the core essence and essential requirement of realizing effective grass-roots governance,among which the 1 + N + X model has played an important role.In 2020,with the full completion of the task of "poverty alleviation" and the implementation of the rural revitalization strategy,China has entered a new era of development journey of building a well-off society in an all-round way.In order to welcome the arrival of the new era,as the representative of the model of rural grassroots governance,Xujiachong village must take the lead,take the vanguard,make persistent efforts in the past and keep pace with The Times.On this basis,Xujiachong village gradually formed the 3.0 version of the "three about four governance and five common" upgraded version of the governance model.This paper takes the governance process of Xujiachong Village as an example,through the study of relevant literature and practical cases,and puts forward research questions on the basis of field investigation: how does Xujiachong Village,Yichang City,Hubei Province,use the new concept of "joint creation" to effectively solve the governance problems of immigrant villages under the 1 + N + X mode of party building?In the main chapter of the paper,the paper analyzes the governance model of Xujiachong Village from the following three aspects: the first is the governance starting point,the organization empowerment drives the participation of the masses;the second is the process incentive,improve the participation efficiency through service;the third is the governance efficiency,gather the governance community in the consultation of the party building leading the masses.The research discover:Under the 1 + N + X mode,the members of the Party branch of Xujiachong Village serve the people wholeheartedly,lead the villagers to get rid of poverty and become rich and create a better life,reflecting the high sense of responsibility and political responsibility of the new concept of "jointly together",the cadres of Xujiachong Village Committee take the participation of the villagers as the core,pay more attention to cultivate the villagers’ subject consciousness,from leadership to service,in line with the party member purpose of "adhering to the people as the center".Combining the joint building,rural governance and the party building guidance organically,the higher level of migrant rural governance is the goal and the final result;the new concept of "joint building" is the method and the realization path;the party building guidance is the core and the institutional guarantee."collusion,co-construction,co-management,co-evaluation,sharing" five aspects blend,promote each other,inseparable,as a complete system,throughout the joint creation activities.
