| As the foundation of all the Party’s work in rural areas,rural grassroots Party organizations are the core force and important starting point for promoting the rural revitalization strategy.At present,some rural grassroots party organizations still face practical dilemmas such as weakness and laxity,and lack of talent in their branches,which restrict the overall function and combat effectiveness of rural grassroots party organizations.In order to solve the problem of weak and lax rural grassroots party organizations,the party and the state have adopted an "embedded governance" approach by sending cadres and talents to villages to carry out "blood transfusion" assistance.In the existing academic research,it has focused on discussing and affirming the effectiveness of the "embedded governance" approach in rural governance practices.However,there has been no response to the mechanism of "embedded governance" to solve the problem of weak and lax rural grassroots party organizations,that is,what is the mechanism for weak and lax party organizations to achieve the revitalization of party organizations?This article takes Damiaogang Village as a case study,based on on-site interview materials,to explore the mechanism of revitalization of party organizations in weak and lax villages.Specifically,the current dilemma of the weak and lax Party organization in Damiaogang Village is manifested in three levels: the failure of the Party organization’s operation,the weakness and laxity of Party members,and the alienation of the relationship between the Party and the masses.The revitalization mechanism of the weak and lax Party organization also revolves around these three levels.One is the integration mechanism.Reshape the organizational structure,clarify the functional positioning and role of village party organizations,and handle the relationship between village party organizations,village committees,and other economic organizations;Restructuring organizational functions,promoting a clearer division of responsibilities between the village "two committees" through cadre integration,and doing a good job of connecting the areas in charge with the village committee;Integrate organizational resources,rely on the existing resources of the appointing entity,and integrate with the endogenous resources of the village to lay a solid foundation for the development of the village.The second is the absorption mechanism.Through "attracting talents",it aims to attract talented people from other villages to start businesses and help rural development;"Recruiting village veteran party members and cadres to solve the problem of insufficient manpower through" employment ";Through "educating people",we explore and cultivate local talents staying in the village,and combine the form of returning cadres to achieve the goal of bringing the old with the new,solving the problem of failing to take over from the young.The third is the response mechanism."Patrol visits" as a starting point to promote the sinking of cadres and understand the situation of the people;By building a cadre and mass platform,extend the organization to each bay group,implement the joint account of party members,and timely identify and solve problems;Relying on system construction,implementing the main responsibilities of party members and cadres,and strengthening the protection of the rights and interests of the masses.Research has found that weak and lax village party organizations promote the revitalization of party organizations through integration mechanisms,absorption mechanisms,and response mechanisms.At the same time,these three mechanisms also have inherent relevance.From the perspective of different levels of mechanisms,the role of integration and absorption mechanisms lies at the party organization level,while the response mechanism lies between the party and the masses.From the perspective of the goal oriented role of the mechanism,the goal of the integration mechanism is to promote the effective operation of weak and lax party organizations and play a role in maintaining stability;The corresponding main body of the absorption mechanism is party members and cadres.As an important organizational part and carrier of the structure and function of rural grassroots party organizations,its goal is to solve the problem of "talent shortage" and "youth shortage" in party organizations,and to play a guarantee role for the long-term operation of party organizations.In addition,the service function of rural grassroots party organizations requires a certain political foundation and material carrier,and a certain political foundation and material carrier mainly rely on the integration mechanism and absorption mechanism to achieve.Therefore,party members and cadres are the main body of the service function of rural grassroots party organizations,and the object is the masses.The ultimate goal orientation is to effectively respond to the demands of the masses.In other words,effective response is the key to the revitalization of weak and lax party organizations.In response,the integration mechanism and the absorption mechanism have laid the foundation and provided a guarantee for the functioning of the response mechanism,which resulted in the emergence of the response mechanism.It can be seen that the integration mechanism cannot be separated from the guarantee function provided by the absorption mechanism,and the function of the response mechanism needs to be based on the integration mechanism and the absorption mechanism,with mutual influence and interaction.It can be said that the integration mechanism for the revitalization of party organizations in weak and lax villages is the foundation,while the absorption mechanism is the key to ensuring and responding to the mechanism. |
