Rural Grass-roots Party Organizations In The Rural Revitalization Strategy Research On Function

The strategy of Rural Revitalization is not only a powerful measure to deal with the main contradictions of rural society in the new era,but also a continuation and sublimation of the strategy of poverty alleviation.Rural grass-roots party organizations are the direct promoters of all rural policies.This paper focuses on how rural grass-roots party organizations play their own role in rural revitalization,which is embodied in the following three aspects:First of all,guided by General Secretary Xi Jinping's important exposition on the construction of grass-roots party organizations,this paper theoretically analyzes the positioning and role of rural grassroots party organizations in Rural Revitalization.On the one hand,rural grass-roots party organizations are the transmitters,working leaders,main body mobilizers,task promoters and effectiveness guarantors of Rural Revitalization information.On the other hand,the Rural Revitalization Strategy puts forward five requirements for rural grass-roots party organizations: political leadership,service development,grass-roots governance,cultural guidance and interest integration.Secondly,this paper uses the method of questionnaire and case interview to make a field visit to Zengxi town and Mahu town in southern Shaanxi,collect data and analyze the survey data,so as to present the role of rural grass-roots party organizations in Rural Revitalization Strategy.Based on the analysis of the current situation,this paper summarizes the problems existing in the political leadership,service development,grass-roots governance,cultural guidance and interest integration of rural grass-roots party organizations in Qinba mountain area of Shaanxi Province.Combined with thespecific problems existing in the revitalization of rural grass-roots party organizations in southern Shaanxi,this paper discusses the reasons from three aspects: rural social development,the construction of grass-roots party organizations and the mechanism of the role of the party and the masses.Finally,combined with the practice of local development,the following countermeasures are put forward: first,coordinate urban and rural development to promote rural revitalization.Focus on improving infrastructure,organically connecting modern agriculture,establishing and upgrading cooperatives,strengthening rural e-commerce and developing tourism resources.Second,strengthen the construction of rural grass-roots party organizations.Mainly from optimizing the structure of Party members,strengthening the branches and groups,strengthening ideological and political education,implementing the organizational system and strengthening the discipline style.Third,improve the mechanism of the role of the party and the masses.Mainly from the innovation of publicity and education mechanism,strengthening the service development mechanism,improving the grass-roots governance mechanism and building the interest integration mechanism,it provides a reference for the follow-up rural construction in Qinba mountain area.
