Research On The Optimization Of Network Public Opinion Governance Of Public Emergency

Since the 18 th National Congress of the Communist Party of China,the main leaders of the party and the state have repeatedly emphasized the importance of network governance,and put forward that it is a long-term and arduous task to do a good job in network public opinion.The network public opinion response to public emergencies is closely related to social stability,which greatly tests the government ’s governance capacity and administrative management level.Therefore,it is an important task for the Chinese government to correctly guide the network public opinion of public emergencies and improve the government ’s ability to govern the network public opinion.Through literature research and case analysis,this paper makes a case study on the network public opinion governance of the sudden public event of 7 · 20 Henan heavy rainstorm.Based on the theory of collaborative governance,life cycle theory and silent spiral theory,this paper studies the problems and related reasons of network public opinion governance from three dimensions of governance subject,governance resources and network ecology,and puts forward the optimization strategy of network public opinion governance of sudden public events.The research finds that there are mainly problems in the governance of network public opinion in public emergencies,such as lack of mature governance mechanism,insufficient positive role of network platform,lack of governance of netizens,fragmentation of governance information and lack of high-level professionals,as well as loopholes in platform supervision and lack of responsibility of netizens.The main reasons are unclear rights and responsibilities,low efficiency of resource utilization,and lack of experience in complex governance of cyberspace.The innovation of this paper is to form a theoretical analysis framework from the three dimensions of governance subject,governance resources and network ecology by using the comprehensive perspective of multidisciplinary research such as public management,news media,politics and sociology.This study shows that public opinion governance is a systematic and dynamic process.It is necessary to work together in three aspects :multi-subject coordination,overall resource integration,and construction of a clear network ecology to optimize network public opinion governance : by clarifying the rights and responsibilities of the government,network platforms and netizens,strengthening the communication and cooperation of the main bodies to build a multi-governance system for network public opinion;improve governance efficiency by building a resource integration mechanism,and consolidate technology and people.
