| Over the past few decades,China’s administrative approval reform has gone through multiple stages.Especially in recent years,the establishment of administrative approval bureaus in various regions has marked a new era of administrative approval reform in China.The earliest administrative approval bureau established in China was listed in Tianjin Binhai New Area on May 20,2014.This indicates that the administrative approval bureau has undergone about 9 years of development.However,from a practical perspective,many problems are still exposed,which have affected the further deepening of administrative approval reform.This thesis takes the reform and optimization plan issued by the government as the research background,and further promotes the reform of the administrative approval system and the optimization of government services as the research goal,takes the administrative approval of Q District in Wuhan City as the research object,through questionnaire survey and analysis,finds the problems existing in the administrative approval reform of Q District in Wuhan City and summarizes and analyzes the reasons,and provides corresponding countermeasures and suggestions.This thesis focuses on the actual progress of administrative approval related reforms in China,especially the problems encountered in the deepening of reforms after the establishment of the Administrative Approval Bureau.The theory of government process reengineering and the theory of new public services are applied to specific administrative approval reform issues.This thesis not only focuses on the approval subject,but also on the service object,taking the Q District Administrative Approval Bureau of Wuhan City as the research object,it sorts out the policy background,development process,main content,and achievements of its reform.Then,using case analysis,questionnaire survey,and interview methods,it identifies the main problems that exist in the current Q District administrative approval reform in Wuhan City: insufficient understanding of policies benefiting enterprises and the people by the masses,low efficiency of administrative approval,many data have not been shared and interconnected,unstable and incomplete functions of the integrated platform system for government services,and analyze the reasons for the problems: inadequate promotion of policies that benefit enterprises and the people,insufficient simplification of administrative approval matters at the district level,failure to effectively solve the fundamental problems of data sharing and interoperability,and insufficient construction,management,and support of platform systems.Finally,this thesis proposes targeted countermeasures for the above issues by combining the application of government process reengineering theory and new public service theory: firstly,increase publicity efforts and adopt various channels to promote policies that benefit enterprises and the people;the second is to further streamline the number of approval items at the district level,optimize the approval process,and carry out comprehensive clearance of approval items;thirdly,accelerate the promotion of data sharing and interoperability,formulate policies and regulations for data sharing and interoperability,and standardize data;the fourth is to strengthen the construction,management,and support of the platform,and improve the stability and functional completeness of the integrated government service platform. |
