On February 27,2008,the Second Plenary Session of the 17th Central Committee of the Communist Party of China adopted the "Opinions on Deepening the Reform of the Administrative Management System"(hereinafter referred to as "Opinions").The"Opinions" proposes that the overall goal of deepening the reform of the administrative management system is to establish a relatively complete socialist administrative system with Chinese characteristics by 2020,Since then,the provinces across the country have rolled out the reform,further optimizing the administrative approval process and improving the efficiency of examination and approval services.Since the 19th National Congress,the central government has started to promote the reform of the administrative examination and approval mechanism in an all-round way,promoted the three reforms of decentralization and optimization of services,reduced redundant approval projects,optimized and improved the examination and approval process,reduced the number of procedures and the approval time,created more Convenient and quick approval methods.Among them,the optimization of administrative approval process is the key point to promote the new round of administrative management system reform.Then,on the occasion of the 2020 target year,what problems still need to be solved by local governments in China to optimize the administrative approval process?Taking Zengcheng District of Guangzhou as an example,this paper attempts to explore the typical problems in the process of optimizing the administrative approval process and propose solutions in a targeted manner.It can provide a reference for other local governments to optimize the administrative reform process and achieve the 2020 goalAfter reviewing and interviewing the relevant units of the Zengcheng District Government in Guangzhou,the author finds that there exist the following problems when promoting the reform of the administrative examination and approval system:Firstly,the process optimization lacks endogenous power;secondly,the staff service consciousness is superficial;thirdly,the e-government level is backward;fourthly,the laws and regulations are not perfect;fifthly,the approval process is chaotic.According to the new public management theory and the new public service theory,the article believes that the problems existing in the reform of the administrative approval system in Zengcheng District are mainly caused by the following reasons:Firstly,the administrative concept lags behind;secondly,the e-government systems are insufficiently invested;thirdly,the administrative approval process Ilacks scientific performance evaluation;fourthly,departmental cooperation has resistance.In view of the problems existing in the reform of the administrative examination and approval system in Zengcheng District,the article combines the research results of optimizing the administrative approval process at home and abroad,be based on the experience of re-creating the administrative approval process of local governments in the United States,the United Kingdom,Chengdu,and Beijing,constructs a model for local government to optimize the administrative approval process,proposes optimization suggestions from the value level,information technology level,organizational structure level and system level.
