Since the 18 th National Congress of the CPC,the construction of ideological and political courses in colleges and universities has entered a stage of reform,innovation and development.The Party and the state have made new instructions for the construction of ideological and political courses,and put forward new targets for talent training.The construction of ideological and political courses in colleges and universities in the new era has distinct characteristics,and the issuance of policies has entered a peak period.The construction of ideological and political courses requires the macro-guidance of policies and the standardization guarantee,and the scientific standardization of policies also needs to take the actual situation as a reference.Therefore,it is necessary to study the implementation of ideological and political course policies in colleges and universities since the 18 th National Congress of the Communist Party of China,analyze the rules,grasp the characteristics,summarize the effects,analyze the problems and make attribution analysis,and accurately propose the optimization path of policy implementation,so as to provide reference for improving the effectiveness of ideological and political course policies and enhancing the educational effect of ideological and political course.The text of the paper is divided into five parts: the first part defines the foundation of the argument.It clarifies four concepts of policy,policy implementation,ideological and political course policy and ideological and political course policy implementation in colleges and universities,and builds a theoretical foundation from three aspects of Marxist policy formulation,policy implementation and policy implementation thoughts.The second part focuses on the analysis of policy texts.On the basis of clarifying the source,principle and result of text selection,this paper analyzes the relevant policy texts of ideological and political courses in colleges and universities from the three aspects of "number of published documents","subject of published documents" and "text content",and grasp the development rules.The third part focuses on the implementation of the policy,and discusses the characteristics of the implementation of the ideological and political course policy in colleges and universities from five aspects: degree of attention,content system,working mechanism,construction ideas and implementation efficiency.The fourth part is to grasp the current situation of policy implementation by means of press conference,special report,books,literature and questionnaire survey.Through the conference documents of the Department of Social Sciences of the Ministry of Education,such as "General Introduction to the Implementation of the Spirit of the Symposium for Teachers of Ideological and Political Theory Courses in Schools" and "Report on the Development of Marxist Theory in Colleges and Universities(2021)",the implementation effects of the ideological and political course policies in colleges and universities in five aspects,including curriculum,teaching materials,teaching methods,teachers and system mechanisms,were sorted out.Through questionnaire survey and interview,this paper systematically analyzes the problems existing in the implementation process of ideological and political course policies in colleges and universities in three aspects: policy interpretation,implementation and monitoring and evaluation,and makes attribution analysis.The fifth part,aiming at the problems in the process of policy implementation and combining the various links in the process of policy implementation,puts forward the path of policy implementation optimization.Release detailed policy rules before policy implementation to ensure scientific understanding of policy connotation;In the process of policy implementation,we should strengthen policy implementation,unblock communication channels,optimize policy conditions,and foster a favorable environment for policy implementation.After policy implementation,the quality of policy implementation shall be ensured through effective monitoring and evaluation,and the monitoring and evaluation mechanism shall be improved through institutional setting,clear responsibilities and detailed indicators.In short,the sorting out of the ideological and political course policies in colleges and universities since the 18 th National Congress of the Communist Party of China is conducive to clarifying the purpose and direction of the Party and state construction of the ideological and political course in colleges and universities,and to grasping the effectiveness and deficiencies of the policies through the investigation of the policy implementation process.Comparing the two,the paper analyzes the relationship between the subject and object of policy,the policy objective and the policy effect,provides support for problem solving,puts forward the optimization path of policy implementation from the implementation end,promotes the improvement of the educational effect,policy implementation efficiency and policy model of ideological and political course in colleges and universities,better plays the important role of ideological and political course,and provides reference for the construction of ideological and political course in colleges and universities.
