The Report of the Party’s 20 th National Congress clearly points out that the cause of ensuring and improving people’s livelihood has no end,but only a new start.Through unremitting efforts,we have realized the great Chinese dream of a moderately prosperous society in all respects and won the battle against poverty.It has not only solved the problem of absolute poverty and made historic achievements,but also contributed China’s wisdom and strength to the cause of poverty reduction around the world.In the new stage,we face new challenges and tasks.With the comprehensive elimination of poverty in rural areas,the focus of poverty control has gradually shifted to consolidating the results of poverty alleviation,preventing large-scale return to poverty,and gradually establishing a long-term mechanism for alleviating relative poverty.Premier Li pointed out at the National Two sessions that during the 14 th Five-Year Plan period,we should not only strengthen the basic livelihood guarantee,but also better meet the spiritual and cultural needs of the people,which indicates that in poverty control,we should not only protect the poor groups’ right to survival,but also protect the poor groups’ right to development.Starting from provincial administrative units,this study aims to explore how social assistance affects relative poverty in different provinces,cities and autonomous regions.With qualitative and quantitative research methods,it considers the differences and characteristics among different regions in the east,central,west and northeast,tests and selects the fixed effect model,threshold effect model and regional fixed effect model,and combines the relevant factors of economic development.By referring to the main content of authoritative journal literature,the core variables such as relative poverty index,social assistance expenditure level,minimum security assistance level and relevant control variables are tested and calculated,and the relevant factors affecting relative poverty are comprehensively analyzed,as well as the interaction mechanism between relevant factors,so as to explore effective measures to alleviate relative poverty through social assistance.The study found that the relative poverty index in China has been declining over the past 12 years.The relative poverty index of all provinces and cities generally shows a downward trend.The relative poverty index varies greatly among provinces and cities.When the four core explanatory variables are adopted,the level of social assistance expenditure has no significant mitigating effect on relative poverty,the minimum living security standard and coverage have a significant mitigating effect on relative poverty,but the minimum living security level has no significant mitigating effect on relative poverty.Through the regression of the threshold model,it is found that when the degree of opening to the outside world is greater than threshold,the level of social assistance expenditure has a significant slowing effect on relative poverty,and is included in the threshold effect model of the minimum security standard,level and coverage,the number of opening to the outside world as the threshold variable and the threshold value do not change.In the regional regression,the level of social assistance expenditure,minimum standard of living and coverage in the eastern region played a better role in alleviating relative poverty than in the central,western and northeastern regions.Finally,on the basis of the above research conclusions,the paper puts forward the promotion path and policy suggestions of social assistance to alleviate relative poverty.
