The Study Of Poverty Reduction Effect Of Social Assistance System In China

Poverty is a global illness,which often goes with the development of human civilization,exists in every stage and every region of the development of human society.Over the years,the world has struggled with poverty and made many efforts to eliminate poverty.With economic development and social progress,the world has made significant progress in eliminating poverty,the poverty level has been reduced and the number of poor people has decreased in most countries.As the oldest and most basic form of social security,social assistance system has played a very active role in protecting the basic living of the poor,alleviating poverty and maintaining social stability and so on.Chinese statistics yearbook 2016 shows that in accordance with the annual poverty rate of 2,300 yuan per person per year,the number of rural poor people in China was 165.67 million in 2010,55.75 million in 2015,109.92 million people out of poverty in five years;correspondingly,the incidence of rural poverty fell from 17.2%in 2010 to 5.7%in 2015.In 2011-2015,the number of rural poor in China fell sharply and the incidence of poverty continued to decline,which shows that China's rural areas have achieved remarkable results in poverty reduction.The system designed to protect the basic living of the poor and help it out of poverty has determined that the social assistance system should play a part in anti-poverty work.Then,under the existing poverty and poverty reduction,does the implementation of social assistance system really play a role in poverty reduction?If so,what is the effect of poverty reduction?If not,what is the reason behind it?Are there any differences in poverty reduction effects of the main components of social assistance system?Answer the above questions,which undoubtedly has great theoretical and practical significance in improve the social assistance system,achieve the goal of bring moderate prosperity to China in a well-rounded way and poverty alleviation task.Based on the above problems,uses the panel data of 31 provinces and cities in 2008 to 2015,and uses the fixed effects model,this paper studies the poverty reduction effect of social assistance system.The study found that social assistance system has obvious poverty reduction effect,the level of social relief expenditure increased by one unit,and the poverty level fell by 3.7 percent.There are significant differences in poverty reduction effects of the main components of social assistance system.Concretely,the disaster relief system has poor poverty reduction effect,it has raised poverty levels instead of reducing poverty;the minimum living security system and the five-guarantee system has good poverty reduction effect,the level of poverty decreases with the increase of minimum living allowances and the five guarantees;the medical assistance system has a certain poverty reduction effect,however,the regression results were not tested in significance,and the explanation was limited.Based on the research conclusions,combined with the social reality,we put forwards some relevant policy suggestions,such that encouraging social forces to participate in social assistance actively,promoting social assistance from survival to development,improving the disaster relief system,achieving effective convergence between social assistance system and the policy of development-oriented poverty reduction,improving the legislation level of social assistance,etc.
