| In China,documents are the basic means and external manifestation for governments at all levels to exert their governance functions.They are also the most direct political phenomenon for the public to understand government dynamics and give play to public rights.Among the types of documents,administrative normative documents are more special,and the management of administrative normative documents is even more important.Administrative normative documents are formulated by state administrative organs and organizations(which must be authorized by laws and regulations)to deal with party affairs and government affairs,which have universal binding force on the rights and obligations of the counterpart and can be repeatedly applied.They are under the unified leadership of administrative regulations and rules,but their identities are different from those of regulations and rules.The management of administrative normative documents is a very systematic and professional work,which requires the full cooperation of the departments involved in the initiation,drafting,solicitation of opinions,legality review,collective deliberation at meetings,issuance and implementation,tracking and evaluation,and standardization clearance of normative documents.This paper adopts the methods of literature research,case analysis,interview,etc.,using the relevant theories of politics,public management,etc.,and selects 444 normative documents of Wucheng County Government from 1978 to 2021 for sample analysis.Studying normative documents from the perspective of document management is essentially an analysis of the formulation process of normative documents,which reflects the generation process of public policies in the process of government public governance.According to this perspective,we can conduct detailed analysis and research on the drafting,countersigning,meeting deliberation,message review,formulation,issuance,implementation and revision of normative documents,and analyze the impact of document participants and stakeholders on policy formulation in each link,so as to better improve.This study focuses on the process of document formulation,not just the academic description of the process,but also follows the goal orientation to find out the objective problems existing in the formulation and implementation of normative documents,mainly including the lack of public participation in the drafting stage,insufficient participation of professional forces in the countersigning stage,the lack of tracking and evaluation in the implementation stage,passive review methods of public supervision,and uneven levels of business personnel team construction,In combination with the field situation and work summary,propose targeted countermeasures,reflect and improve from the perspective of document management,and provide some positive reference for the later development of public policy. |
