In the process of rapid economic and social development,the number of released prisoners increases in different degrees every year,especially in such a special period as the novel coronavirus(COVID-19)epidemic.At the same time,there are certain risks to the society.It is very important for the resettlement and help of these people,which plays a key role in improving the reform effect.And can reduce the secondary crime rate,maximize social stability,promote social harmony and stability.Compared with the resettlement and education administration in other countries,our work in this respect is still in the process of development.Among them,Y County has not achieved significant results in the placement,help,education and management of those released after serving their sentences.It can even be said that there are certain difficulties,which urgently need to be improved.This paper adopts the methods of literature research,questionnaire survey,interview and so on to carry out a more comprehensive and in-depth exploration of improving the management of the released persons in Y County.First of all,it describes in detail the early formation,importance,definition and theory of the management of resettlement and teaching.Secondly,it has a comprehensive understanding of Y County’s work on such people and explores the key problems arising in this process.This includes difficulties in coordination and cooperation among various departments of resettlement,unsatisfactory social cooperation and participation,inadequate daily management,and weak hardware and software of resettlement,assistance and education management.Finally,it explores various problems and dilemmas and looks for countermeasures,proposes ways and methods to improve the management of placement and help education,and points out that it is necessary to establish a coordination mechanism with clear rights and responsibilities at the level of participating departments,establish a perfect social guidance and support system at the level of social participation,improve the management effect by optimizing the concept and way at the level of daily management,and improve the management guarantee mechanism at the level of policy guarantee.At the level of special period,the corresponding establishment and improvement of the resettlement and help education management mechanism,so as to continuously improve the effectiveness of the resettlement and help education management,promote the release of prisoners to better adapt to the society,and reduce the secondary crime rate to the greatest extent.
