| In the context of social governance that emphasizes the participation of multiple subjects in co-governance,inter-departmental collaboration has become the focus and difficulty of community rehabilitation services for severe mental disorders.Based on the new system theory as the research framework,we focuse on the case of the N district community precision prevention inter-departmental collaboration project in S City,and select 11 precision prevention social workers from N Hospital as the research objects,and participates in the inter-departmental collaboration for social workers through the method of case study.The mechanism of research,and the use of literature method,focus group interviews,semi-structured interviews to collect relevant research data.In this research we found that:1.The community rehabilitation service for severe mental disorders is a "five-in-one" departmental coordination mechanism led by the Political and Legal Committee.The participating departments include the social health and prevention medical department,the community police and public security department,and the community specialists.Professional staff of the Disabled Persons’Federation,patient guardians,and cross-departmental collaboration need to meet the differentiated value and norms of each department,and also need to operate based on the local human culture.2.Various departments encounter three difficulties in participating in the "five-in-one" cross-departmental collaboration:the old system resists the pressure of migration,the difficulties in the formation of the new system,and the power imbalance between the parties involved in the collaboration.3.In order to cope with the problems that arise in cross-departmental collaboration,social workers adopt three strategies:gain acceptance from the collaboration department,promote collaboration between various departments,and form a clearer role positioning,etc.We also discussed that:1.The institutional reasons for this inter-departmental collaboration phenomenon:(1)the requirements of public security governance,so the Political and Legal Committee takes the lead;(2)the requirements of multiple participation in governance,so health,civil affairs,especially family members participate;(3)The requirements of grassroots social governance innovation,so social work is introduced.2.For social workers to promote cross-departmental collaboration in community rehabilitation services for severe mental disorders,sort out three main points of work:(1)Social workers cooperate with various departments,coordinate relations between departments,and promote the operation of coordination mechanisms;(2)Social workers balance the conflicts between departments with the concept of collaboration;(3)Social workers play unique professional contributions in collaboration,fill the gaps in other departments’ services,and ensure the improvement and results of the collaboration mechanism.In terms of theory,the findings of this study help to make up for the lack of practical experience in social work in community rehabilitation services for severe mental disorders in our country;understand the mechanism of inter-departmental collaboration in community rehabilitation for severe mental disorders in my country from the perspective of the new system theory;help to explore social work unique role in community precision prevention inter-departmental collaboration mechanism.In terms of practice,this research will help to understand the difficulties in the cross-sectoral collaboration of community rehabilitation services for severe mental disorders in my country through the exploration of social workers’ participation in the crossdepartmental collaboration process,and find ways to cope;The collaborative service method of inter-departmental collaboration;helps to summarize the methods and strategies of social workers participating in the community’s precision prevention of inter-departmental collaboration. |
