is from "plan" to"plan";the second is the attitude of strategic planning from passive to active;the third is the regularization of school development strategy seminars,which provides a standardized platform for discussing school development blueprints.From the perspective of educational decision-making theory,the reason lies in the transformation of the national economic system,the decentralization of university autonomy,and the geographical advantages and favorable development environment of S University.2.The characteristics and reasons of the strategic planning process of S University at this stage.At this stage,S University’s strategic planning has three characteristics:First,S University’s strategic planning is divided into two types:short-term and medium-and long-term strategic planning;second,S University’s strategic planning formulation process preliminary model;third,the evaluation of the planning decision-making execution system is enhanced,Strengthen the summary and inspection of the implementation of school planning.From the perspective of educational decision-making theory,the main reason is that the establishment requirements at the national and elements.At this stage,among the decision-making elements of S University’s strategic planning,the most critical is the school-level leadership,whose strategic planning has obvious top-level design features.This is related to the school management system,and strategic planning requires the overall planning of school-level leaders.(3)Analysis of decision-making composition.From the point of view of decision-makers,the school’s party committee secretary and principal serve as the leader of the leadership group for the strategic planning of S University,and the main school-level leaders are members of the leadership group;the main leaders of the school’s functional departments are members of the drafting group.Judging from the content of decision-making,both long-term and short-term plans focus on the school’s discipline construction,scientific research,and talent team.This reflects the core content of the university’s strategic planning.From the perspective of the planning system,the planning of each college,the planning of each sub-item,and the overall planning of the school are integrated and connected to each other to form an organic whole.4.The existing problems in the formulation of strategic planning for S University at this stage.The problems of planning are mainly embodied in the three aspects of strategic planning decision-making institutions,decision-making procedures and decision-makers.Among them,the problems of decision-making bodies are manifested as the lack of specialized agencies and the responsibilities of development planning departments need to be strengthened;the problems of decision-making procedures are mainly manifested in the need to improve the strategic planning decision-making system and the strategic
