Private compulsory education has become an important part of China ’s education from the initial supplement of state public education,which meets the people ’s diversified needs for compulsory education,increases the vitality of compulsory education and promotes the development of compulsory education.Compulsory education belongs to the state power and has the attribute of public welfare.The rapid development of private compulsory education also highlights the problems.Some local governments through the construction of private compulsory education schools to push off the government ’ s educational responsibilities,resulting in the unconventional development of private schools,seriously affecting educational equity.Therefore,in the past two years,there have been frequent “ New Deals ” on how to regulate private compulsory education schools.The development of private compulsory education has been affected by the simultaneous enrollment of citizens,the suspension of examination and approval of private schools in the compulsory education stage,the strict regulation of “ public participation ” schools,and the control of the number of students in private compulsory education.Luzhou is a western underdeveloped prefecture-level city with low economic output.Studying the government responsibility of private compulsory education in Luzhou is helpful to arouse the government ’ s attention to private compulsory education and to build a good ecology of private compulsory education.Private compulsory education schools in Luzhou generally show the phenomenon of “ strong people and weak public ”.At the same time,the proportion of students in private compulsory education schools is too high,the governance of “ public participation ” schools is difficult,and the birth rate of newborns shows a cliff-like decline.In view of the above problems,this paper uses the theory of quasi-public goods,the theory of environmental orientation and the theory of new public services as the theoretical basis,and uses literature research,individual interviews and case analysis to conduct in-depth research on the specific situation of private compulsory education schools in Luzhou,and draws on the development experience of private compulsory education schools at home and abroad.Reasonable suggestions are put forward for the construction of government responsibility in private compulsory education in Luzhou City from the aspects of overall planning,increasing financial investment,improving the legal mechanism,attaching importance to the guidance of Party construction,strengthening supervision and evaluation,and changing service awareness.
