The 16th national congress of CCP's report points out, we should consummate the governmental functions of economic regulation, market supervision, social management and public services. It is a totally new interpretation of the governmental functions in the new era, and further is important transformation of our governance method. We take it as a result of introspection: Facing the market malfuction, government failure and civil society arising, we not only need introspect the reasonable and legitimacy of previous governmental behaviors, but the re-location of future governmental value, role and functions in polycentri governance. So, this process ,in itself, is the one power shifts and re-distributes.Compulsory education, as a kind of pubic services, also undergoes such a power resources re-union. Governance method of compulsory education must change accordingly, not only from "government" to "governance", which is the transformation in governmental ways, but deeply from "solo-centri" to "polycentri". From this sense of it, to research the problem of governmental responsibilities in our compulsory education is not limited to methodology sense, but the one compulsory education is running in government, market and society and the responsibilities accomplishment of government.This paper takes the exploratory research for governmental responsibilities in our compulsory education, along with bringing about , analyzing and settling down the problem. The whole system includes three parts of preface, context and concluding remarks. For the context, there have two parts, The first part is the analysis of the basic theoretic problems of compulsory education goods, which have two items " theoretic examination for compulsory education goods" and " supply for our compulsory education". The second part is the system construction for governmental responsibilities in our compulsory education, based on the reflection for the previous theory,which have two items " subject choice of responsibilities for compulsory education" and "location for responsibilities contents for compulsory education".The concrete contents include: One background: With the comparison with the western countries, our compulsory education displays a strong government-oriented behavior, which is the root of success and potential failures in our compulsory education Two clues: In "ought to be" level, it is "local quasi-public goods--polycentri supply" and in "be" level, "pure public goods--monopolizedsupply by government" One theoretic judgment: The separation of manufacture and provide in compulsory education, which gives the chance for polycentri manufacture of compulsory education One center point: To stick to the main responsibilities of government in providing and managing the compulsory education Three contents: subject(which?): Local governments are the responsibilities subject of compulsory education substances(what?): To ensure the compulsory education's public good from the nature, and compulsory education's development abilities of the whole local government from the quantity measures(how?): Through shift payment between governments and polycentri manufacture of compulsory education, obtain the justice of procedure and essence...
