The harmonious development of compulsory education in city andcountryside is the necessary tendency of the society development and thenecessary demand for the government to complete its centralized target.Enhancing the harmonious education development is meaningful in socialequality, it is important in constructing harmonious society, developmentof harmonious education and also meaningful in political and economicaspect. But there is conflict between the demand and the supply of thecompulsory education in our country, especially the severe unharmoniouscondition between city and countryside became a big problem.Every citizen has the right to accept education but compulsoryeducation can not be supplied by the market and society as a public product,but government can complete the target of compulsory education by usingits advantage, and it is also a duty of the government because one of thecharacteristics of the government is publicity. In fact, the governmenthas not complete its responsibility because the compulsory education incity and countryside is still unharmonious in China, and the reason thatcause this phenomenon lies in the System limitation, non—systemlimitation and the gaming result of the city and countryside. But wehave to notice that our government had done a lot in enhancing theharmonious compulsory education and had attained some results. Base onthis, our government has to construct the system, to clear the blocksof non—system limitation, to reinforce the responsibility of thegovernment to perfect the harmonious development of the compulsoryeducation in city and countryside. The system arrangement is the basisto realize government responsibility while the advanced cultural theoryand information technology is the safeguard to achieve it and the mostimportant way to carry out government responsibility is to establishinvestigation system for it.This paper researches the harmonious compulsory educationdevelopment from the administration aspect by comparing, analyzing anddocumenting and using the equilibrium theory, the education equity theoryand other related theory. It is meaningful both in theory and practice.
