Recently,the reports on school bullying in China have aroused the concern about the problem of school bullying.The response of schools and government education departments become the focus of public criticism.In order to reduce the incidence of school bullying and protect the physical and mental health of teenagers,the government departments have issued a number of policies and measures.The analysis framework and coding basis is the narrative policy framework theory.Policy narratives is the key contents of this study,including the bullying events,characters,plots,narrative moral and narrative strategies.This thesis analyzes the content of 1248 reports of school bullying in major party and government media newspapers from January 1,2000 to June 30,2021.The thesis content mainly includes two parts.Firstly,the different policy advocacy types of school bullying prevention how to affect policy narratives.According to the key highfrequency words,the policy advocacy is divided into two types:high-pressure type and persuasion type.Through the differences between different policy advocacy types,we can analyze how the types of policy advocacy affect the policy narrative.And the policy advocacy preferences of different types of media need to be analysis.Secondly,policy changes of school bullying prevention how to affect policy narratives.This thesis takes the guiding opinions on the prevention and control of bullying and violence among primary and secondary school students that was published in November 2016 as the time node of policy change.The study analyzes how policy change affects policy narratives through the changes of policy narratives before and after the introduction of the policy.The distribution characteristics and changes of policy narratives related to school bullying are analyzed.Using chi-square test,this study analyzes whether there are differences in policy narratives between reports of different policy advocacy types,reports before and after the introduction of policies,and reports of different media types,as well as the specific aspects of the differences.On the basis of chi-square test,taking policy advocacy and policy changes as independent variables and policy narratives as dependent variables,this thesis uses the method of logistic regression analysis to explore the impact of policy advocacy and policy changes on school bullying policy narratives.Logistic regression analysis is in order to analyze what are the different ways of policy narratives.According to the results,the focus events stimulate the increase of the policy narratives of school bullying prevention and promote the introduction of school bullying policy.The theoretical and empirical research of narrative policy framework shows the media is not only a channel and tool for various policy actors to carry out policy narratives,but also an important policy actor.Different types of media have their policy beliefs and policy preferences,which will have an important impact on their policy narratives.The narrative elements,narrative strategies and narrative beliefs of the same policy advocacy alliance are consistent;The policy narratives of different policy alliances will use different story types,causal logic and even different media types.The change of school bullying prevention policy will bring synchronous changes to the policy narratives.In order to promote the implementation of the policy,the policy narratives needs to fit the direction of policy change,convey the core theme of policy,and form a consensus among stakeholders and the public.
